08.11.2005 Home Rule and Charter Exploratory Committee MinutesISPER OWN OF 1. Call to Order Meeting was called to order at 6:10 p.m. 2. Roll Call Minutes (approved) Home Rule and Charter Exploratory Committee Town Hall Annex 113 W. Broadway Street, Prosper, Texas Thursday, August 11, 2005 - 6:00 p.m. Chairperson David Griffin requested that committee members go around the room and introduce themselves. The following committee members were present: David Bristol, Stephen Coffman, Kevin Drown, George Dupont, Carole Faulkner, David Griffin, Shanae Jennings, Doug Mousel, Barbara Newell, Ryan Nordhaus and Danny Wilson. Mitch Humble was absent. 3. Introductions A short introduction of each person was provided by each individual during roll call. 4. Discuss the advantages and disadvantages of being a home rule municipality versus a general law municipality. The entire group agreed that the council/manager form of government was the most appropriate form to explore for the Town of Prosper. 5. Discuss management options of home rule municipalities. Motioned by Barbara Newell, seconded by Kevin Drown to focus on the home rule council/manager form of government for the Town of Prosper. 6. Discuss potential processes to evaluate the content of other city charters and to identify topics that may be desirable for the Town of Prosper to include in a charter. The committee decided that they would each like to take a city in Texas and evaluate their charter. The following individuals will evaluate the following specified charters: David Bristol — Frisco Stephen Coffman — Anna Kevin Drown — Round Rock George Dupont — Childress Carol Faulkner — New Braunsfels Doug Mousel — Southlake Barbara Newell — Plano Ryan Nordhaus — Flower Mound Danny Wilson - Decatur 7. Discuss and act upon a regular meeting date and time for meetings of the Home Rule and Charter Exploratory Committee. The next meeting will be held on Thursday, September 8, 2005 at 6:00 p.m. at the Town Hall Annex building. Page 1 of 2 8. Adjourn Motioned by David Bristol, seconded by David Griffin to adjourn.
