The meeting was called to order at 6:00 p.m. Board Members Present: Daniel Knox, Chair John Metcalf Valerie Little Kimberly Shamsy Kari Castro Kyle LaFerney MINUTES Parks and Recreation Board Meeting Prosper Town Hall, Council Chambers 250 W. First Street, Prosper, Texas Thursday, February 13, 2025 6:00 PM Staff Members Present: Dan Baker, Director of Parks and Recreation Kurt Beilharz, Assistant Director of Parks and Recreation Matt Furr, Parks Superintendent Trevor Helton, Recreation Manager Talia Stevenson, Senior Administrative Assistant 2. Consider and act upon the minutes of the January 23, 2025 Parks and Recreation Board meeting. Motion to approve by Castro, seconded by LaFerney. Motion approved 6-0. 3. Comments from the public. No comments from the public. 4. Consider and act upon a recommendation to approve a Park Improvements Agreement for the Park Place and Prosper Hills Development. Baker presented background information on the agreement. Beilharz presented on the Park Improvements Agreement for the Park Place and Prosper Hills Development. Disucssion was held. Motion to approve made by Little, seconded by Metcalf. Motioned approved 6-0. 5. Receive staff updates: Recreation, Park Development, Park Operations, and Director. Helton provided Recreation updates: Page 1 of 3 Prosper Fishing Derby: Held on Feb. 22"d from 9-11 AM at the pond at Frontier Park Mayor's Fitness Challenge: Registration is open. The spring season begins March 1st. Spring Camps and Classes: Registration is open for youth, adults, and active adults 55+. Camps and classes will take place from March -May 2025. P-Town Throwdown Pickleball Tournament: Mixed doubles team with recreational and competitive divisions. Held at Reynolds Middle School Tennis Courts at 8 AM. Beilharz provided updates on park development: Raymond Community Park: Work on the restroom / concession building is approx. 40% complete. Subgrade prep for the pickleball and tennis courts has started. Irrigation work will be starting soon. A pedestrian bridge for the hike & bike trail has been ordered. Frontier Park, Erosion Control: Construction is currently approx. 85%.The project is scheduled to be complete before the Fishing Derby. The contractor will be working on erosion control improvements to the bridge over Doe Branch Creek in the Doe Branch Property. That site is expected to start construction at the end of February. Doe Branch Community Park Master Plan: Kimley-Horn will be under contract this month. Approx. 163-acre Community Park. Possible amenities could include - cricket field, soccer fields, pickleball and tennis courts, nature trails, extended mountain bike trails, disc golf course , dog park, archery range. Consultant will develop brief slide presentation that will be used for Town -wide survey. Furr presented updates on Park Operations: Doe Branch: Cleaned up at Doe Branch. Whitley Place Bridge: Removed a fallen tree on Whitley Place Bridge. Christmas Tree: Christmas tree clean up at Tucker Park. Page 2 of 3 Downtown Prosper: Updated irrigation and platned flowers in new pots downtown. Frontier Park: Reel mower demo at Frontier Park. Baker presented on upcoming calendar: Upcoming Parks and Recreation Board Meeting on March 13th at 6:00 p.m. Parks, Recreation, and Open Space Master Plan approval on March 11th at 6:15. 6. Request for future agenda items. Castro requested an update on the Special Events calendar be on the March meeting agenda. 7. Adjourn. Motion to adjourn by Castro, seconded by LaFerney.
