2. Hot Topics with Mayor David Bristol (DB)
Mayor Bristol asked the council about how they feel about the safety here in Prosper.
Mr. Atwater comments that as a Prosper resident he feels extraordinarily safe
compared to surrounding area in the DFW area. Mayor Bristol shares that the biggest
crime that is seen here in Prosper is shoplifting mainly happening in the Gates of
Prosper area. He comments that they've found that a lot of the shoplifting isn't from
Prosper residents but those coming from surrounding areas. Mayor Bristol brings up
his challenge from the previous meeting: should the Town keep the silos or should
they tear them down? Why or why not? Ms. Thornton says to keep them because of
the heritage and culture. She suggests a destination spot or entertainment center

with markets and outlets. Mr. Atwater also says to keep the silos as he sees them as
a symbol of home and suggests a food truck park. Ms. Rodriguez mentions that the
silos are a photography hot spot and a way to identify Prosper. Ms. Pingeli also talks
of historical significance when it comes to agriculture. Mayor Bristol talks about how
the silos are in need of repair and Town Council is trying to decide where the money
would come from. Mayor Bristol moves onto talking to the council about a -bikes and
the damage that has been happening in parks. He details the cost of damages and
how it is difficult as a town to allocate money to repair once the park has been built
and used the budget. Ms. Gaddad mentions it is an awareness thing for children and
parents alike. Mayor Bristol asked the council if they have any hot topics they would
like to bring up to him. Mr. Hart asks about the hate speech littering situation that had
taken place earlier in the month. Mayor Bristol details how they cannot prosecute for
hate speech but they can do so for littering as a way to still punish those who do these
actions. Mr. He suggests the next Mayor's challenge to be for everyone to bring one
thing to tell Mayor Bristol at the next meeting.
3. MYAC Subcommittee Updates (WH)
The MYAC Subcommittees each gave an update on their ongoing projects. For the
Prosper ISD subcommittee they have asked for feedback from students but feel like
most are not concerned with the upcoming end of the school year. They are
currently on the lookout for who manages the newsletter. For the community service
subcommittee, they are looking for ways to benefit Neighbors Nourishing Neighbors
following the fire that happened at the warehouse. Suggested actions included a
food drive, a go fund me or partnering with local restaurants to give a percentage to
the food bank. Next steps are reaching out to the Executive Director to ask about
specific needs. The Town will provide more information and the contact details for
Neighbors Nourishing Neighbors. The public relations subcommittee has created
options for the mission statement and will pose those options for the council to
decide which is the best fit.
4. Consider and Act upon the minutes of the January 22, 2025, Mayor's Youth
Advisory Council meeting (MP)
Bella Rodriguez made a motion and Kenna Thornton seconded the motion to
approve the January 22, 2025 Mayor's Youth Advisory Council minutes. The motion
was approved unanimously.
5. MYAC Mission Statement (MP)
Ms. Thornton posed the suggested mission statements for the council to review.
The council took a look at the four options and collaborated to combine two of the
suggestions to make the mission statement. The statement that the council settled
on was: The mission of the Prosper Mayor's Youth Advisory Council is to engage
Prosper's youth in their local government, foster leadership skills and create a
sense of belonging through meaningful volunteer opportunities and community
outreach.
6. E-Bikes Video (TR)
Mr. Rice says that the Community Engagement Committee with the Town has
suggested a collaborative effort with MYAC to create a video to be used within
Prosper ISD's video announcements regarding a -bikes and damage to parks. A
potential script was shared with the council to illustrate the idea behind the video.
Mr. Rice asks for volunteers to star in the video to be filmed at a later time. Ms.
Lowry, Mr. Hart, Mr. Vanaparthy and Mr. Kesireddy all volunteered to star in the

video.

currently within Prosper.
