Meeting was called to order at 6:05 p.m. Roll call was taken by the Town Secretary Minutes (approved) Joint Meeting of the Prosper Town Council and the Prosper Independent School District Board 601 South Church Street Prosper First Baptist Church Children's Building (S. Wing) Tuesday, February 22, 2005 at 6:00 p.m. Council present included: Mayor Charles Niswanger, Mayor Pro -Tem Lisa Dritschler, Kevin Drown, and David Bristol. Ane Casady was absent. Mike Wadsworth arrived at 6:08 p.m. Staff present included: Town Administrator, Doug Mousel; Planning Director, Mitch Humble; and Town Secretary, Shanae Jennings. School Board present included: Chuck Stuber, Sonnya Airhart, Johnny Warren, Wayne Bernstein, Daniel Jones, and Dan Tolleson. School Superintendent Drew Watkins was also present. 2. Presentation of a check to the Prosper Independent School District by the Town for the Prosper Community Library. Town Administrator Doug Mousel presented the school board with a check in the amount of $125 for the PISD community library. 3. Discuss upcoming Prosper Independent School District and Town sponsored events. There will be a grand opening for the new athletic fields sometime in the near future to coincide with the PSA softball season. 4. Discuss current and future annexation, zoning, and development activity within the Town. Mitch Humble stated that all zoning and construction updates are provided on the Town of Prosper website, as well as sent to the Town Council, Staff, and the School Superintendent. He also indicated that most of the development occurring at this time is primarily residential. 5. Discuss current and future infrastructure projects, including improvements to the Town's water, sewer, and thoroughfare systems, including, but not limited to, the improvement of C.R. 80 (Coit Road) and C.R. 78 (East First Street) and improvements to the intersection of C.R. 78 (East First Street) and S.H. 289 (Preston Road). One of the main reasons there has not been more development within Prosper is because of the lack of infrastructure, and that is including water and sewer currently in existence. The Town is working intently to get the infrastructure into place. Town Administrator Doug Mousel also reminded everyone that the Town tapped into a water line from Frisco this past fall, and that with the upcoming spring and summer months there is no anticipation that there will be any water rationing as a result of the additional water supply we are now receiving. The Town also has a contract with the North Texas Municipal. Water District (NTMWD) which will give they Town the ability for additional water lines in the future. Additionally, Danville Water Supply, which currently serves a portion of east Prosper, will transfer to the Town via a transfer order to be issued by the TCEQ in the near future, and the Town will become the water service provider for all of east Prosper at that time. Doug Mousel briefly discussed the following 1) Potential improvements to Coit Road; 2) The potential of a request to have left tum lanes, right tum lanes and additional traffic signalization installed at the intersection of E. First Street and Preston Road; 3) Speed limit issues on Preston Road from F.M. 1461 to U.S 380; and 4) The potential for a traffic signal at East First Street and Preston Road. Page 1 of 3 TXDOT has indicated they are open to studying the intersection of E. First Street and Preston Road to see where the traffic count numbers are in the near future. TXDOT has also indicated that it is not a matter of how far apart traffic signals are located, but that it is a matter of -mlhat numbers are yielded from a traffic count. School Board President Chuck Stuber volunteered to have Superintendent Drew Watkins wide Town Administrator Doug Mousel with the district's projected demographics so that Doug may pass those numbers onto TxDOT to consider when looking at population increases in connection with the traffic count. The Council confirmed their desire to see those numbers and have them passed onto TxDOT. TXDOT is also going to look into the timing and frequency of the red light signal at Broadway and Preston Road. 6. Discuss current and future plans for the acquisition, development, and/or construction of Prosper Independent School District facilities, including the La Cima elementary school. The La Cima Elementary School is on time to open in August of 2005. There are also preliminary plans for looking into expansion of the High School, as well as the east side of Prosper's School District. 7. Discuss current and future Prosper Independent School District bond projects. These were covered in item 6; therefore, there was no discussion on this item. 8. Discuss current and future joint projects of the Prosper Independent School District and the Town, including, but not limited to, the athletic fields at the Prosper Elementary School, the park site at the La Cima Elementary School, a joint site for a community park and athletic stadium, and the hiring of a school resources officer. The major construction of the new sports fields is almost complete and should be ready for use within the next couple of months. The fields have been named Eagle's Landing Fields. There will be an opening ceremony for the fields at the time they open. During school hours the PISD gets exclusive use of the fields, and after school hours the Town receives use of the fields. There will be a park site adjacent to the La Cima Elementary School which has been made by the joint collaboration between the Town and the PTSD. Soon there will be a School Resources Officer (SRO) which will be employed by the Town and working within the PISD during the school year. Agreed upon site selection for an athletic stadium is a major priority of both the Town and the school district, and has been and will continue to be a major focus. 9. Consider and act upon the appointment of a committee to evaluate the feasibility of developing joint facilities of the Town and the Prosper Independent School District, including, but not limited to, the park site at the La Cima Elementary School and a site for a community park and athletic stadium. Chuck Stuber indicated that this would be a venture better done jointly between the school district and the Town; however, if the goals of the Town and the school district are vastly different, it may not be possible for the two entities to jointly collaborate on the project. The school district is not looking for hills or trees with topography on it, and though Council is not focused on this as a priority, it is of some interest that the location is an aesthetically nice and appealing looking location. Additionally, the first location proposed between the Town and school board was not desirable to the Town Council because they did not want people having to cross the railroad tracks to the west side of Town. Council and the school board agreed to get the Mayor, Town Administrator, School Superintendent, and School Board President together to discuss what might be beneficial to both the Town and the school district. 10. Discuss the activities of the Prosper Economic Development Corporation. 7o date the Town Administrator has served as both the EDC Executive Director and the Town Administrator. The Town is now in the process of looking into hiring an EDC Executive Director so that more focus can be placed on economic development within the Town. 11. Discuss the activities of the Youth Advisory Board and Youth Town Council. Page 2 of 3 Mayor Pro -Tem Lisa Dritschler has coordinated the Youth Advisory Board, which will write a charter and guidelines for a Youth Town Council. A fundraiser was held in January in conjunction with IESI for a clean-up Prosper day, and approximately $400.00 was raised from the fundraiser and other donations. The Youth Advisory Board will be going to a Youth Advisory Summit this upcoming weekend along with 250 other students in La Port, Texas, in order to exchange ideas and goals of other Youth Advisory Board's. 12. Discuss dates for the scheduling of future joint meetings of the Prosper Town Council and Prosper Independent School District Board. A quarterly meeting has been proposed in the past to be held between the Town Council and School Board. The Town Administrator proposed that the Town and school board consider meeting on the following future dates: Monday, April 18, 2005; Tuesday, July 26, 2005; and Monday October 17, 2005. 13. Adjourn Motioned by Mayor Pro -Tem Lisa Dritschler, seconded by David Bristol to adjourn the joint meeting between the Prosper Town Council and the PISD School Board of Directors.
