Dan Baker, Director of Parks and Recreation
Kurt Beilharz, Assistant Director of Parks and Recreation
Consider and act upon the minutes of the November 14,2024 Parks and
Recreation Board meeting.
Motion to approve by Castro, seconded by Benson. Motion approved 5-0.

Consider and act upon a recommendation to approve hiring the consultant
Kimley-Horn for the Doe Branch Community Park Master Plan.
Beilharz presented on the Doe Branch Community Park Master Plan.
Motion to approve hiring the consultant Kimley-Horn for the Doe Branch Community
Park Master Plan by Benson, seconded by LaFerney. Motion approved 5-0.
Consider and act upon a recommendation to approve the 2026 Parks, Recreation
and Open Space Master Plan.
Beilharz presented on the 2025 Parks, Recreation and Open Space Master Plan.
Motion to approve the 2025 Parks, Recreation and Open Space Master Plan made by
Benson, seconded by LaFerney. Motion approved 5-0.
Receive staff updates: Recreation, Park Development, Park Operations, and
Director.

Park Development:
Beilharz presented on park development:
Raymond Community Park
Work on the restroom / concession building is approx. 40% complete. Subgrade prep for
the pickleball and tennis courts has started. Irrigation work will be starting soon. A
pedestrian bridge for the hike & bike trail has been ordered.
Parvin Park, aka Downtown Park
Design is currently at approximately 60%. Bid phase scheduled to start in late May 2025.
Construction phase scheduled to be complete in November 2025 if the project stays on
track.
Doe Branch Community Park Master Plan
Kimley-Horn will be under contract this month. Approximately a 163-acre Community Park.
Possible amenities could include - cricket field, soccer fields, pickleball and tennis courts,
nature trails, extended mountain bike trails, disc golf course , dog park, archery range.
Consultant will develop brief slide presentation that will be used for Town- wide survey.
Director:
Baker provided updates on Lakewood Park Vandalism and PBSA / Celina Update.
Lakewood Park Vandalism
Damages caused by e-bikes, golf carts, and overzealous pickleball players. Police
Department has been notified and has deployed their camera trailer.
