11.26.24 Town Council Meeting Presentation Work SessionWelcome to the November 26, 2024, Prosper Town Council Work Session Call to Order/Roll Call Agenda Item 1. Discussion regarding the 2025 Events Calendar. (DB) 2025 Parks Event Calendar Discussion •Seeking approval of the 2025 Event Calendar •Staff would like to start event promotion •Representatives from the Citizens Engagement Committee and the Parks and Recreation Board are here to present recommendations and field questions CEC Recommendations: •Less events, but events that are more significant •Cancel Celebrate Prosper 2025 and move to the spring of 2026 (Fall is oversaturated) •Incorporate secondary events such as Chrome and Coffee / BBQ component / Multicultural Component / New Resident Mixer •Cancel 2025 P-Town Throwdown (Bringing the event back in 2026 to coincide with the opening of Raymond Community Park) •National Day of Prayer and 9/11 Ceremony (Moving to the evening) CEC Recommendations: •Cancelling niche / limited attendance events such as Movie Night, Paws on Broadway. (Potentially an Easter Event in its place) •Bringing Back Historical Events such as the “Blue Truck Dance.” (Staff have reached out to Historical Society, but no information was available) •Event Locations (more events on the West Side of Town such as Windsong Ranch) PARB Comments: •Agree with Parks and Recreation Staff Recommendations for the 2025 event calendar •Agree with reducing numbers of events and making them more robust •Is the CEC receiving input from the community and how? •Seems like a lot of external input for the calendar – staff should be empowered to set calendar based on public input, survey data and internal planning •Collaboration with Downtown Businesses should be a win-win •Chrome and Coffee – OK to cancel if someone else is producing a similar event •Parental fatigue is not exclusive to Fall and not a good reason to cancel an event •Creating momentum and calendar consistency are important for events PARB Comments: •Don’t cancel P-Town Throwdown in 2025 – move to RCP in Spring 2026 •Request true community input through a survey process (online, person to person, 3rd party) •Pay attention to logistical needs for events – importance of a central hub for events •Open to a future meeting with CEC for strategic planning •Support Sip & Stroll / Night Markets to support the Downtown Businesses •Continue to invest in and develop landmark events •Goal is to bring the Community together Staff Recommendations: •Keep Celebrate Prosper in the Fall •Add multicultural components, utilize local entertainment for an interactive public music contest, and other changes / upgrades to the event as previously presented to Town Council, PARB, and CEC. •Staff would like to support the Downtown Businesses’ already established event (Inappropriate Trucker Hat Block Party) and become a title sponsor for the spring concert (April 5, 2025) – similar structure as Pride in the Sky and Freedom Fest •Staff believe canceling P-Town Throwdown in 2025 would not be in the best interest of the event, but understand current location is not ideal and agree with CEC that event should be moved to RCP, but in the Spring of 2026. Staff Recommendations: •Replacing ‘niche’ events (Coffee & Chrome and Paws on Broadway) with a monthly / quarterly Downtown Market & Sip And Stroll •EDC has expressed interest in supporting Downtown initiatives like these events •Interested in bringing back historical events in future but will need some guidance. •Public input / surveys for feedback on events •Maintain inclusivity at all events PARD 2025 Draft Events Calendar Executive Session •Section 551.087 – To discuss and consider economic development incentives and all matters incident and related thereto. •Section 551.072 – To discuss and consider the purchase, exchange, lease, or value of real property for municipal purposes and all matters incident and related thereto. •Section 551.074 – To discuss and consider personnel matters and all matters incident and related thereto. •Section 551.071 - To consult with the Town Attorney regarding legal issues associated with Article 3.19 of the Code of Ordinances, and all matters incident and related thereto. •Section 551.071 - To consult with the Town Attorney regarding legal issues associated with code enforcement activities and substandard structures, law enforcement activities, and all matters incident and related thereto. •Section 551.071 – Consultation with the Town Attorney to discuss legal issues associated with any agenda item. The Town Council will reconvene after Executive Session. Reconvene into Work Session Adjourn
