The meeting was called to order at 6:00 p.m. Board Members Present: John Metcalf, Chair Daniel Knox, Vice Chair Megan Brandon, Secretary Robert Benson Valerie Little Kimberly Shamsy Board Memebers Not Present: Kari Castro MINUTES Parks and Recreation Board Meeting Prosper Town Hall, Council Chambers 250 W. First Street, Prosper, Texas Thursday, June 13, 2024 6:00 PM Staff Members Present: Dan Baker, Director of Parks and Recreation Kurt Beilharz, Assistant Director of Parks and Recreation Matt Furr, Parks Superintendent Trevor Helton, Recreation Manager Angela Lewis, Administrative Assistant 2. Consider and act upon the minutes from the May 9, 2024 Parks & Recreation Board meeting. Motion to approve by Benson, seconded by Shamsy. Motion approved 6-0. 3. Comments from the public. There were no comments from the public. 4. Consider and act upon approval of the planned changes to Celebrate Prosper. Planned changes for Celebrate Prosper include continuing to evolve the event with hopes of turning this into a flagship event that is Prosper -centric, while increasing sponsorships and appealing to a larger audience. We would like to focus on ensuring all are aware that Prosper is a place where everyone matters. Other improvements include upgrading the entertainment/music acts to up and coming artists, with a possible Battle of the Bands showcasing local acts. We would like to include `for -profit' vendors and exhibitors at the event. We are proposing the Town does away with the free barbecue meal and instead offer complimentary snow cones or ice cream for Council Members and Resident interaction. Page 1 of 4 We would recommend having multiple food trucks with more food varieites. Our hope is also to collaborate with Visual Arts Prosper and allow them to have an area where local artist can showcase and sell their art. This event would merge with the existing New Resident Mixer events that take place bi- anually. This would allow Celebrate Prosper to become the opportunity to welcome new residents of Prosper and would provide an elevated experience, offering food truck coupons and Town swag to new residents. Over the past twelve months, the Town spent approximately $100 per New Resident Mixer attendee. These funds can be used to upgrade the components of Celebrate Prosper and give new and old residents an improved Town of Prosper experience. Parks & Recreation could collaborate with Prosper Chamber of Commerce to host a barbeque competition that would also serve as a fund raiser and an opportunity to showcase new businesses. If approved, the proposed changes to Celebrate Prosper would allow this event to have a multicultural component, which could be more welcoming to the diverse community in Prosper. Elements of Celebrate Prosper that we would like to keep and enhance include opportunities for families with children with special needs, local non-profit exhibits, music/entertainment, and increased community interaction through additional volunteer opportunities. Motion to accept by Shamsy, seconded by Benson. Motion approved 6-0. 5. Consider and act upon the approval of the planned additions of baseball facilities by Prosper Baseball and Softball Association (PBSA) to Frontier Park. The proposed additions to Frontier Park include adding practice infield and batting cages. These improvements would be fully funded through PBSA, but all facilities would be Town of Prosper property. Town staff would be responsible for maintenance. The proposed installation date is sometime this summer. Motion to accept by Knox, seconded by Little. Motion approved 6-0 6. Receive staff updates: Recreation, Park Development, Parks Operations, and Director. Recreation: Summer camp programs for 2024 have begun with 20 programs and 46 classes being offered. There are over 800 registered participants for all Summer programs. Camps will be running weekly through August 9, 2024. Adaptive programs have been added including `Game On!', which is a partnership with Prosper Independent School District. This is a bi-weekly program that encourages families with children with special needs to come out, socialize with their peers, and play games with staff and volunteers. This program takes place every other Wednesday from 5:00 p.m. to 6:00 p.m. Volunteer opportunities are available. Page 2 of 4 Park Development: Parks, Recreation, and Open Space Master Plan — Parks, Recreaiton and Open Space Master Plan held the most recent Advisory Committee meeting on June 12, 2024 at 6:00 p.m. The next steps are to complete the Benchmarking Study, complete Recreation Program Analysis, and develop priority rankings based on the survey results. Lakewood Park Development — Fencing and installation around the sports courts is underway. Trail work continues as weather allows. The irrigation system trenching is underway and the project completion is anticipated before the end of 2024. Raymond Community Park — The GMP #2 Package has been fully executed. Grading of fields continues, with a storm drainpipe and waterline isntalltion still underway. Excavation for the detention ponds will begin soon as conditions dry. Parks Operations: Recent storms created lots of fallen trees and scattered debris around the parks. Parks Operations has been working diligently to clean up the Town. All fallen trees and branches have been turned into wood chips, which will eventually be turned into mulch. New improvements in the flower beds at Town Hall have recelty been implemented. Director. Raymond Community Park GMP #2 Package was approved on May 28, 2024. The CIP Subcommittee asked staff to identify funding outside of project funds for the Well System ($1.2M). There is a potential to use $1.9M from the 2020 Bond Program. Bond funding would be allocated for future trail construction. All current trail projects have identified funding or are being considered for grant funding. The remaining funds could be used with the remaining contingency funds to purchase bid alternate items. We will request additional funding for trail in the next Bond Program. RCP Bid Alternate Items include pedestrian lighting ($204,000), restrooms at tennis ($258,000), two additional tennis courts ($557,000), shade structures at tennis and pickleball ($35,000), and signage and site furnishings ($146,000). The Parks & Recreation Board Meeting for the month of July is cancelled and the next meeting will be held on August 8, 2024 at 6:00 p.m in Council Chambers. 7. Request for future agenda items.
