Discuss Denton County Fire/EMS Reimbursement Plans. (SB) Artesia Subdivision – Elm Ridge WCID ▪Artesia Sub-Division Opened in 2006. ▪Contracted with Aubrey Fire Department for Fire Services 2006 to June 2022. ▪Denton County Sheriffs Office served as law enforcement 2006 to January 2019 when Denton County WCID created the Elm Ridge Police Department who services Savannah, Arrowbrooke, and Artesia subdivisions. ▪August 2021 verbal agreement, October 2021 TC approval ▪October 2021 Fire Plan to TCEQ, approved in late April 2022 ▪In November 2021, cardiac arrest incident in Artesia ▪5-year contract with Prosper Fire Rescue for Fire/EMS. Service started June 2022. Fire Rescue Services Division Brad Sebastian,Chief/Fire Marshal Sheldon Gilbert,Senior Management Analyst Fire EMS Master Plan Vision and Goals Vision •Fire and EMS Services within unincorporated Denton County will be conducted in a manner that is seamless,integrated,professional and competent Goals •Provide countywide planning and analysis to enhance coordination,Integration and automation of Fire Rescue Services •Provide County Commissioners Court with Data driven policy analysis to address growth and Fire/Rescue Services within Denton County •Serve as a broker of Fire and EMS services within unincorporated Denton County ensuring the closest unit response of the right resource •Ensure the appropriate level of public protection is provided and monitored to meet contractual requirements The Unincorporated Fire and EMS Response Problem ❑21 Departments currently contracting with Denton County for unincorporated response ➢10 Departments are under or pursuing MUD contracts ➢Cost and service levels vary by department ➢Agencies are not coordinating with County Fire Marshal’s Office ➢A lack of coordination and integration of services between agencies ➢Not always sending the closest or most appropriate resource ➢90 plus second delay with departments not using county dispatch ➢Lack of consistency with county radio channels and operations creating FF and community safety issues ➢Locating too many fire stations in close proximity to each other,increasing cost to developers and taxpayer’s Current Fire District and Proposed DCERA •DCERA Population Zones (Wilderness,Rural,Suburban,MUD) •Establish emergency response zones October 2025 •5735 Fire/EMS calls in DCERA (2023) •Annual contract payment ▪Population zones (Wilderness, Rural,Suburban, MUD and other Special Taxing Districts) ▪Increased reimbursement for unincorporated response excluding special taxing districts ▪MUD (20%For Two Years) ▪Readiness $10,000 with CAD link ▪Annual Population/CPI Rate Adjustment ▪Five Year or New Station Reset ▪Closest unit integrated response Tier I:New Response and Reimbursement Methodology •Integrated response system with proper station location •County to Contract with Special Taxing Districts (MUD) for Fire/EMS Services •Subcontract with appropriate jurisdiction •County Station and Equipment Ownership •Subcontract Response/Performance Requirements •Dispatch participation or CAD Link Mandate •Regionalized response system Tier II:DCFRS Subcontracting Fire/EMS Services •Complete control and coordination over contracted DCERA Service Levels and unincorporated community protection •Will be a hybrid;subcontract,previous MUD contract agencies,and direct serve model .Funded by special taxing districts (MUD’s)and current Tier I County Fire and EMS payment funding. •Avoid 22 potential future subcontracts for service •Contract for services approved by the Special Taxing District and the Commissioner Court •Large scale annexations are unlikely for 30 plus years,long range responsibility will stay with the County •Future Annexation of Emergency Response Zones may result in transferring assets and service areas •Creating a County response model (DCERA)under control of Commissioner Court Tier III:Provide County Direct Service Fire/EMS Response Next Steps and Timeline ❑Authorize the Fire Marshal to implement Tier I,II and III of the DCERA Master Plan Initiatives and Operational Plan ❑Authorize the establishment of a County Fire/EMS Advisory Team ❑Commissioners Court,County Administration,Fire Marshal’s Office,Budget,Human •Resources,Emergency Management,Sheriff’s Office,Civil DA’s Office July 30 Approval Developer Meetings 30 Days Stakeholder meetings 60 Days Secure Initial MUD and ERZ Contracts 90-365 Days Big Sky Station Opening 18 Months Tabor Ranch Ponder Farms Station 3-5 Years Future Contracts and Development 3-5 Years INTERLOCAL COOPERATION AGREEMENT FIRE PROTECTION SERVICES COMPENSATION The COUNTY agrees to pay to the AGENCY for the full performance of services as provided in this Agreement the sum of $10,000.00, payable upon execution of this Agreement, and further agrees to pay the sum of $700.00 per fire call in the designated unincorporated areas of the COUNTY from October 1, 2023, to September 30, 2024. The COUNTY anticipates the AGENCY to run approximately 105 fire calls for a total funding of $73,500.00 for fire calls. The total payments by the COUNTY to the AGENCY pursuant to this Agreement are estimated to be $83,500.00. INTERLOCAL COOPERATION AGREEMENT AMBULANCE SERVICE COMPENSATION COUNTY agrees to pay to the AGENCY an estimated fee of $19,164.00 (amount rounded to the nearest dollar) based on a funding formula as follows: 1. A fixed sum based on a population percentage .4601 per capita; said sum computes to $3,754.75. 2. A fixed sum of $254.7139 per ambulance transport for an estimated maximum amount of $15,282.83. Said sum is based upon 60 transports made by the AGENCY in fiscal year 2023. 3. A fixed sum based on .17 rural miles in the agreed operating territory; said sum computes to $126.83.
