03.08.2018 Parks & Rec MinutesP OWN OF p T SPE "A Place Where Everyone Matters " 1. Call to Order / Roll Call. The meeting was called to order by Rick McGrath, Chair, at 6:00 pm. MINUTES Regular Meeting of the Parks and Recreation Board 108 W. Broadway St., Prosper, Texas Town of Prosper Municipal Chambers Thursday, March 8, 2018, 6:00 pm Board members present: Rick McGrath, Chair; Rebekah Land, Vice Chair; Gina Kern, Secretary; Cameron Reeves; Chuck Smith; and Stephen Thomas. John Metcalf was absent. Staff members present: Dudley Raymond, Director of Parks and Recreation; Matt Furr, Parks Superintendent; and Patty Kendzie, Senior Administrative Assistant. 2. Consider and act upon approval of the Minutes from the February 8, 2018, Parks and Recreation Board meeting. Motion to approve by Thomas, second by Land. Approved 6-0. 3. Comments by the Public. There were no comments by the public. 4. Informational items. a. Recreation Update Raymond gave the Recreation Update. The official announcement of the ITS TIME TEXAS Community Challenge winners will be made by the IT'S TIME TEXAS Foundation on March 13, 2018. The final Prosper Community Workout, hosted by Prosper Healthy in conjunction with the Challenge, was well attended and featured a kickboxing workout by Professional Black Belt Academy instructors. Spring recreation classes are starting up and summer camps and classes are being planned. The next activity is the Mayors Coffee for the Prosper Active Adult community on April 18, 2018, 9:00 am to 10:30 am, at Fire Station 2. b. Park Development Update Raymond gave the Park Development Update. The Frontier Park North Grand Opening Ceremony held February 25, 2018, was a success! He thanked the Board members for their participation. Page 1 of 3 Speakers have been installed at Frontier Park, which means it is now possible for smaller events, activities and recreational classes to have amplified sound. The Texas Recreation and Park Society (TRAPS) has awarded its "TRAPS Promotes Quality of Life Initiative" award to the Parks and Recreation Department for the playground at Lakewood Preserve. The playground was selected as a National Demonstration Site for Playcore's NatureGrounds, which funded a good portion of the playground on Town property. Land expressed concerns about parking at Frontier Park. Raymond said parking is bad and most likely won't get better until after the school district completes building their piece and the road is finished. Land said the problem is turning right onto Frontier Parkway — there is no dedicated turn lane. She suggested arrows or stripes would be helpful. Raymond said he will look into restriping the area to help funnel people and he thanked Land for bringing up the subject. He said the leagues extended their play hours on Saturdays, so traffic was anticipated to be better. Raymond said he will look to see what can be done to help. Kern asked about the hazards with the bases at Frontier Park North. Raymond said the installer has addressed the problem and double checked all the bases. The issue should be resolved. McGrath asked about park rules. Furr said dogs and cats are not allowed, as even little dogs can be dangerous. The rule is enforced by the leagues. Furr said he is working on parks rules signage. c. Parks Operations Furr gave the Parks Operations update. It is week three for all sports. Games begin tonight at Frontier Park. Land asked if the police could help with parking at Frontier Park. Furr said Soccer is looking into shuttle busses. Land asked how that information is being communicated to residents. Furr said it would come through PASO. Seasons will be extended because games started two weeks late due to rain. Furr said the parks crew is now caught up. Regarding Frontier Park North, Hellas has been great to work with and crews are learning how to work with the synthetic turf fields. He expressed regret that the issue with the bases remained after so many inspections by so many people. He is looking at a different plan for plugs that most likely will be installed next week. During the Frontier Park Grand Opening, equipment was displayed and the Parks crew handed out water. The Board commended Furr for a job well done on the Grand Opening. Page 2 of 3 d. Discussion regarding any miscellaneous business or items to be placed on future Agendas. Smith asked about the 2018 parks tour. After soliciting Board input, it was determined the tour will be conducted on April 12, prior to the regular Parks and Recreation Board meeting. Kendzie will send out a calendar invite to the Board. McGrath introduced Cameron Reeves, newly -appointed Parks and Recreation Board member. e. Adjourn. Motion by Thomas, second by Smith. Meeting adjourned at 6:25 pm. Approved 6-0.
