The meeting was called to order at 6:00 p.m.

2. Consider and act upon the minutes of the November 9, 2023 Parks & Recreation Board
meeting.
Motion to approve by Benson, seconded by Brandon. Minutes approved 5-0.
3. Comments from the public.
Satya Bommaraju came to speak and show thanks to Parks and Recreation Board. Bommaraju lives on
Lakewood at Brookhollow. He was excited to hear that a cricket pitch has been proposed for an upcoming
park. His first concern is an incoming cell tower in a park that is already quite small. Bommaraju believes
it will take up roughly 100 sq yards. Residents want the park and cricket pitch to only be accessible to
residents and community members, instead of opening it up for commercial and/or public use. He would
like to help with the upcoming cricket pitch in any way possible.
Metcalf thanked Bommaraju for his input and for joining us.
Baker commented that the incoming cell tower will not have any impact on the park in question. He stated
we will work closely with the residents to ensure the cricket pitch is up all standards.

Recreation.
Prosper Christmas Festival was a success and there was an estimated 7,000 event goers. Major
attractions included a Community Stage, Kids Zone, Santa's Workshop, Horse -Drawn Carriage Rides,
Sensory Santa, Kids Christmas Shoppe, Tree Lighting and Drone Show to end the evening. There were
over 90 vendor sponsor booths from local businesses in attendance. Thank you to our Platinum
Sponsors: Sinacola, Texas Health Prosper, and DFW Improved.
Light the Night!, Prosper's outdoor Christmas lights display contest was also a success. The contest was
sponsored by CoServ, and winners received a yard sign and a gift card.
Prosper Fishing Derby is the next upcoming event, and it will take place on Saturday, February 17, 2024
at Frontier Park Pond. Staff will be stocking the pond with 2.000 fish prior to the event and complimentary
refreshments will be provided. Prosper Bass Fishing team will be onsite at the event, and we thank them
for their participation. There are many volunteer opportunities available, so please reach out to the Parks
& Recreation Staff if you are interested.
Spring registration for recreation programs opens on January 15, 2024, with Summer scheduling well
underway. There will be new offerings at the Recreation Center for Active Adults.
Park Devefoiument:
Pecan Grove Park —
The project has been fully closed out and this park will be removed from the agenda for the next Parks
and Recreation Board meeting. Parviz Shakeri, Senior Parks Planner, did an excellent job managing the
project and dealing with its many complex issues.
Lakewood Park Development —
Ratliff has been busy importing and grading 50,000 cubic yards of soil on the site. The bore under Coit
Road for the water tap was completed January 10, 2024. Grading work for the parking lot and other site
grading work is currently taking place.
Raymond Community Park —
The contractor has installed erosion control devices and early grading work is underway. Council has
awarded the first bid package, and the second package is scheduled to go out for bid in February. The
Platting and Site Plan review process with the Town is currently underway.
Parks, Recreation, and Open Space Master Plan Update —
Staff will be working on an update to the 2015 Master Plan throughout the remainder of 2024. They are
working with Dunaway to compose a contract in attempt to get construction underway before the end of
January 2024.
Motion to resolve and support staff taking to Town Council. Motion by Castro, Seconded by Benson.
Approved 5-0.
Parks Oo rations:
The town medians are still currently the main focus of crews at this time. Recently completed median
projects include Gates of Prosper 1 and 2, La Cima, and First Street. Crews are currently working on the
medians on Prosper Trail.
Activities at the athletic fields will begin picking up late this month and will continue throughout the Spring.
Soccer will begin early February, with baseball beginning a few weeks after. Following this will be
baseball and all other spring sports.

There was recently a meeting held with the Soccer teams to discuss alternate practice fields, since the
demand has been greater than what our fields can accommodate.
There is an upcoming Prosper Youth Sports Commission meeting next Wednesday at 5:30pm at the
Recreation Center at 407 East First Street.
Furr attended the TTA Conference recently and was able to view a demonstration of a robotic lawn
mower. This may be a resource we will obtain in the future due to the amount of time it could save our
crews throughout the year.

The event calendar for 2024 has been approved by Town Council and the dates are as follows:

• October 16 — Mayor's Luncheon for Active Adults

• November 9 — Veteran's Day 5k and Fun Run
• December 2 — Sensory Santa for Prosper Wonder Squad
• December 7 — Prosper Christmas Festival
The next Parks and Recreation Board meeting will take place on February 8, 2024 at Prosper Town Hall
in Council Chambers.
