The meeting was called to order at 6:00 p.m.

2. Consider and act upon the minutes of the July 13, 2023 Parks & Recreation Board
meeting.
Due to the line -item error on today's agenda, we will postpone consideration of the minutes from August
10, 2023 Parks & Recreation Board meeting, and they will be acted upon at the next meeting.
3. Comments from the public.

4. Receive staff updates: Recreation, Park Development, Parks Operations, and Director.
Recreation:
Discover Downtown: Paws on Broadway was held this past Saturday, September 9, 2023, on Broadway
Street in Downtown Prosper. This event was a big hit and brought out an estimated 100 attendees. The
communications department attended to create a video about the event, and it was posted on the Parks
and Recreation Facebook page.
Celebrate Prosper is the next upcoming event and will be held at Frontier Park Pavilion on Saturday,
October 7, 2023, from 5:00 p.m. to 9:00 p.m. Volunteer opportunities are readily available, so if you are
interested in volunteering please contact Trevor Helton, Recreation Manager.
The Veteran's Day 5k & Fun Run is scheduled to take place on November 11, 2023, from 8:00 a.m. to
10:30 a.m. and will be held at Frontier Park. Registration for this event is open and we are accepting

applications for exhibitors. If you have any questions about volunteer opportunities or registration, please
contact Trevor Helton, Recreation Manager.
Registration is also open for the Wonders of Waco Active Adults Day Trip. It is currently scheduled for
Monday, October 16, 2023, and the tour will include a visit to the Dr. Pepper Museum, Homestead
Heritage Farm, and the Magnolia Silos. This fun field trip will also feature historical commentary and lunch
at Cafe Homestead.
Park Development:
Pecan Grove Park —
The contractor has fully completed all irrigation repairs. Sod installation started yesterday, and good
progress was made; 90% of the required sod has been installed. A punch list will be finalized, and the
project should be fully completed by late autumn.
Lakewood Preserve Park —
Staff met with Hines (the developer) and Ratliff (the contractor) on September 5, 2023, and on September
13, 2023, to continue negotiating construction costs. We now have the cost reductions to bring the project
within budget.
Raymond Community Park —
The design team is currently working on irrigation system design issues. Construction documents are
scheduled to be fully complete on October 31, 2023, and the bid phase will begin in November. Staff
plans to take the GMP (guaranteed maximum price) to the Town Council for consideration in December.
Parks Operations:
Installation of a new awning for the parking area at the Parks Admin office has been completed.
Elevated temperatures have led to stress on irrigation systems, due to the dry ground and large cracking.
Parks crews have been working diligently to stay on top of repairs.
Construction material was repurposed from the Pecan Grove Park improvements and is now being
utilized for extra parking space at The Ranch.
New slide exits have been installed on all slides at Windmill Playground area, which is located inside
Frontier Park. Windmill Playground has also recently received new wood fiber to provide additional loose
ground cover.
Director:
Freedom Fest was a great event for the Town and had a fantastic turnout. There were roughly 2,000
event attendees and everyone appeared to have a great time. A huge thank you to our Special Events
Coordinator, Kaylynn Stone, for all her hard work that went into the planning and execution of this event
We have received funding for another Freedom Fest to be held in the upcoming year, so stay turned for
details.
The National Recreation and Parks Association (NRPA) Accreditation Ceremony is scheduled for October
11, 2023, at 6:00 p.m. at the Kay Bailey Convention Center in Dallas. If you are planning to attend, please
send your RSVP to Angela Lewis, Parks Administrative Assistant.
The next meeting is scheduled for November 9, 2023, at 6:00 p.m. in Council Chambers. There will not
be a meeting in October due to the NRPA Accreditation Ceremony.

scholarship opportunities that are available for recreation programs.
