traffic control signal.

“This warrant shall be applied only in unusual cases, such as office complexes, manufacturing plants, industrial
complexes, or high-occupancy vehicle facilities that attract or discharge large numbers of vehicles over a short time.
Warrant 4: Pedestrian Volume

▪ Frequency and adequacy of gaps in traffic on the major street
▪ Minimum of 20 school children during the highest crossing hour
“Before a decision is made to install a traffic control signal, consideration
shall be given to the implementation of other remedial measures, such as
warning signs and flashers, school speed zones, school crossing guards, or
a grade-separated crossing.”

All 3 warranting criteria must be met:
1. Other alternatives/enforcement failed to reduce the crash frequency
2. Number of crashes
“Five or more reported crashes, of types susceptible to correction by a traffic control signal, have occurred
within a 12-month period, each crash involving personal injury or property damage apparently exceeding the
applicable requirements for a reportable crash.”

Intersection Related indicates whether a crash occurred within the boundaries of an
intersection or if the presence of an intersection contributed to the crash.
Intersection – The First Harmful Event occurs within the limits of an intersection. An
Intersection is the crossing of two or more roads.
Intersection Related - The crash did not occur within the limits of an intersection; however, the
First Harmful Event (1) occurs on an approach to or exit from an intersection and (2) results
from activity, behavior or traffic control related to the movement of traffic units through the
intersection.

C. For each of any 8 hours of an average day, the vehicles per hour (vph) given in both of the 80 percent columns of
Condition A in Table 4C-1 (see Section 4C.02), or the vph in both of the 80 percent columns of Condition B in Table
4C-1 exists on the major-street and the higher-volume minor-street approach, respectively, to the intersection, or
the volume of pedestrian traffic is not less than 80 percent of the requirements specified in the Pedestrian Volume
warrant. These major-street and minor-street volumes shall be for the same 8 hours. On the minor street, the
higher volume shall not be required to be on the same approach during each of the 8 hours.
