1. Call to Order / Roll Call.
The meeting was called to order by Rebekah Land at 6:00 p.m.

Regular Meeting of the
Parks and Recreation Board
Prosper Town Hall Chambers

Board members present: Rebekah Land, Chair; John Metcalf, Vice Chair; Gina Kern, Secretary;
Ty Bledsoe; Cameron Reeves; and Matt Cely and Shannon Crawford.
Staff members present: Dudley Raymond, Director of Parks and Recreation, Trevor Helton, Recreation
Supervisor; Matt Furr, Parks Supervisor; and Patty Kendzie, Marketing Coordinator.
2. Consider and act upon approval of the Minutes from the October 8, 2020, Parks Tour of the Parks and
Recreation Board.
Motion to approve by Kern. Second by Crawford. Approved 7-0.
3. Consider and act upon approval of the Minutes from the October 8, 2020, Regular Meeting of the
Parks and Recreation Board.
Motion to approve by Kern. Second by Bledsoe. Approved 7-0.
4. Consider and act up on updating the 2015 Parks, Recreation and Open Space Master Plan.
Raymond said it's typical to update the Master Plan every 7-10 years, yet the Texas Parks and Wildlife
Department now requires updates every five years to maintain eligibility for grants. The update of the Prosper
Comprehensive Plan will begin next year and the Park Plan will follow. It's expected to take 12 to 18 months to
start the process. He showed the elements of the Master Plan and described the items slated for update. After
changes are made, the Master Plan will move to the Town Council for approval.
At their last meeting, Council approved a modification to a piece of trail in the Steeplechase development. A piece
of trail will be removed in the updated Master Plan, resulting in people being funneled down First Street.
Raymond said the Surface Area Map within the Master Plan shows circles of parks the Town owns and also what
the Town needs to acquire.
The Board requested information about how the bond items will affect the department.
Motion to approve by Kern. Second by Reeves. Approved 7-0.
4. Comments by the Public.
There were no comments by the public.
5. Informational items.
a) Recreation Services Update
Helton said several programs are coming to a close, including Archery, Soccer Sparks and Tennis. They will start
back up in February 2020. New holiday classes with local vendors as instructors have been added to the schedule:
Floral Arrangements and Wreath Making Workshop.A Bricks4Kids/STEM camp will be offered for children over
Thanksgiving break.
Outdoor Zumba! has been very successful, drawing 10-12 people each week. Additional pavilion lighting has
been purchased and the class will continue through the winter, weather permitting. Planning for Spring 2021

recreational programs has begun and classes will begin in February and March.
z The 2020 Prosper Christmas Festival has been canceled to keep in line with COVID-19 guidelines. To provide
resident activities for the holiday season, the department will conduct: a virtual Community Tree Lighting via
Facebook Live on December 7; virtual Santa Chats in Prosper on December 5; and the Light Up the Night!
Christmas lights decorating contest for homes and businesses.
Metcalf asked about budget impact of canceling the festival. Helton said all vendors were understanding and no
deposits were lost. Sponsor fees were rebated. Sponsor reaction was positive, with all appreciating the efforts to
host the event. Sponsors vendors and artisans who stepped up to support a 2021 festival will be recognized in
publicity.
Raymond said judges may be needed for the Light Up the Night! contest, depending on the number of entries.
Staff will advise the Board when needs become know.
Helton introduced Jonathan Weeks, Recreation Specialist, to the Board.
b) Parks Development Update
Raymond said many projects continue to move forward. Plants will be installed on US289 before Thanksgiving
by TXDOT. Staff is working to understand the dollars and staff time that will be required for the bond projects.
c) Parks Operations Update
Furr spoke about Prosper Arbor Day on November 7. Two trees, a Bald Cypress and Cedar Elm, were planted by
Prosper Scouts on the west side of Frontier Park near the batting cages. Cely commended Furr on his handling of
the event. Flag Football ends tonight; tackle ends Saturday. Soccer is finished. We are transitioning back into rye
grass. Staff is working on the equipment replacement process pricing. Parks Operations is fully staffed. Furr also
said the Greg Dyer Memorial tree donated by a group of residents has been planted at Town Lake Park —
Greenspoint.
Land asked about providing lunch for the Parks crew, as has been done in the past.
6. Miscellaneous business or items to place on a future Agenda.
Cely asked the status of Pickleball courts. Raymond said efforts are ongoing to find a home for them. Windsong is
hesitant, yet there may be capacity at Lakewood Preserve.
Reeves asked when construction on Hays Park will begin. Raymond said it's set for January/February 2021 to
give time for the grass to grow in June, July and August.
Metcalf requested an update on the bond schedule be placed on a future Agenda. Raymond said this may have to
wait until after January when Council conducts the Strategic Plan. As soon as staff has the details, they will be
passed on to the Board.
The Board prefers to meet via Zoom for their December meeting.
