1. Call to Order / Roll Call.
The meeting was called to order by Rebekah Land at 6:20 p.m.

Parks and Recreation Board

Board members present: Rebekah Land, Chair; John Metcalf, Vice Chair; Gina Kern, Secretary;
Ty Bledsoe; Cameron Reeves; and Matt Cely.
Shannon Crawford was absent.
Staff members present: Paul Naughton, Senior Parks Planner; Trevor Helton, Recreation
Supervisor; and Barbara Cottone, Recreation.
2. Consider and act upon approval of the Minutes from the September 1, 2020, Regular Meeting
of the Parks and Recreation Board.
Motion to approve by Metcalf. Second by Bledsoe. Approved 6-0.
3. Consider and act upon approval of the Minutes from the September 1, 2020, Joint Meeting of
the Parks and Recreation Board and the Planning & Zoning Commission.
Motion to approve Metcalf. Second by Bledsoe. Approved 6-0.
4. Comments by the Public.
There were no comments by the public.
5. Consider and act upon the Hike and Bike Trail Master Plan.
Prior to the discussion of Item 5, Reeves asked how COVID is expected to impact the Prosper Christmas
Festival. Cottone responded that a few activities may be cut and attendance may be lower.
Naughton presented the final draft of the Hike and Bike Trail Master Plan prior to the Board. The contract
was approved by the July 2019 Steering Committee (comprised of residents, Parks and Recreation Board
members and Town Council Board members). Naughton said the committee took it further and also
included trailheads, widths and overall connectivity. The plan was developed in response to feedback
received from the Public Input Meeting and survey. The goal is to service 72,000 people. Language was
added to include the downtown area, as the committee based its decisions on prioritized criteria.
The Master Plan is scheduled to be presented the Town Council for approval on October 27. Branding
will then be considered and will include numbering trails for easy identification. Metcalf asked if the
Prosper PD will be involved with trail identification, for safety. Paul said, yes, the Police Department will
be involved in the identification process of trail ID locators. Trails are currently monitored by
neighborhoods and Parks staff. As trails are added, the proper authorities will be notified.
Bledsoe asked how Artesia was part of the plan. Naughton said it's desired for the trail network to cross
all of Prosper. The more connectivity there is, the more successful the trail system will be.

6. Informational items.
a) Recreation Services Update
Helton described the Virtual Visit with the Mayor coming up on October 14. This annual event was
previously known as the Mayor's Luncheon and is held especially for Active Adults. This year, Mayor
Smith will make his presentation via Zoom. Vouchers for dessert items will be sent prior to the event to
those who RSVP'd for 2020 and also to those who attended previous luncheons.
Programming for Fall 2020 is underway. There will be a few changes due to COVID. Intro to Archery
will not be offered due to the need for close proximity between instructor and student. Advanced Archery
will be offered, with a one child per target ratio. Outdoor Zumba, successfully held last night with about
25 participants, will continue to be offered weekly at the Frontier Park pavilion.
Metcalf asked what other communities are doing in regard to programming during COVID. Helton said
each city has its individual philosophy. Activities open up, yet school closings impact decisions.
Plans are moving forward for the Prosper Christmas Festival on December 5; social distancing will be
followed. Plans include bringing back the Kids' Christmas Shoppe and carriage rides, yet staff realizes a
lot can happen in two months. There will be a need for 25-30 volunteers, yet walking characters, cookie
decorating, face painting and the petting zoo will not be included this year.
Bledsoe said his church members may be interested in volunteering. Helton said the volunteer options
will be forwarded to the Board and the community closer to the event date. Bledsoe also asked about the
options for children at the event. Helton said there will be sports -related inflatables, Santa, shopping at the
Kids' Christmas Shoppe, community tree lighting, carriage rides, and fireworks. Face coverings will be
required for those who ride the PISD shuttle busses.
b) Parks Development Update
Naughton described the Whitley Place and Tanners Mill projects.
c) Parks Operations Update
7. Miscellaneous business or items to place on a future Agenda.
The Board requested Pickleball (possible locations) be placed on a future Agenda. Naughton said
information will be forthcoming soon regarding Pecan Grove as a possible location.
The Board requested detailed information about the upcoming Bond election.
The Board indicated a desire to host a luncheon for Parks staff before the end of the year.

Motion by Reeves. Second by Bledsoe. Meeting adjourned at 7:15pm. Approved 6-0.
