Regular Meeting of the
Parks and Recreation Board
Prosper Town Hall Council Chambers
250 W. First Street, Prosper, TX
Thursday, February 13, 2020, 6:00 pm
The meeting was called to order by Rebekah Land, Chair, at 6:00 p.m.
Board members present: Rebekah Land, Chair; John Metcalf, Vice Chair; Gina Kern, Secretary; Henry
Coleman; Shannon Crawford; and Cameron Reeves. Matthew Cely was absent.
Staff members present: Dudley Raymond, Director of Parks and Recreation; Paul Naughton,
Senior Parks Planner; Matt Furr, Parks Supervisor; Trevor Helton, Recreation Supervisor; and
Patty Kendzie, Marketing Communications Coordinator.
2. Consider and act upon approval of the Minutes from the January 9, 2020, Regular Meeting of
the Parks and Recreation Board.
Motion to approve the Minutes by Kern. Second by Crawford. Approved 6-0.
3. Comments by the Public.
There were no comments by the public.
4. Informational items.
a) Recreation Update
Helton said 142 people have registered for the Mayor's Fitness Challenge. Registrants will be recognized
at the May 26 Town Council meeting. Those that turn in a complete a Tracking Sheet by April 20 will
receive a t-shirt and be entered to win a Fitbit.
The Prosper Fishing Derby is set for February 22 and the pond will be stocked in advance. Prizes for kids
14 and under will be donated by Title Sponsors Academy Sports and Outdoors/Prosper and Pond Medics.
Pond Medics is sending volunteers to the event and Helton invited Board members to volunteer.
Spring 2020 recreational programs are registering. New programs are: Chess For All, Oodles of Doodles,
Flex Yoga, and AARP Driver Safety School. Response has been positive and participants have provided
good feedback about the instructors. The after -school Chess For All will be the first youth class offered at
The 407. Ongoing options include Soccer Sparks, Archery, Tennis, and Strength, Core, and Balance.
Reeves asked about 2019 Archery registrations. Helton said he will bring the numbers to the next Board
meeting. Raymond commended Helton for all the new classes starting up.

Results from the 2019 Prosper Christmas Festival surveys were emailed to the Board earlier this week.
Responses were overwhelmingly positive and the survey provided welcome feedback from the public,
sponsors, exhibitors, and stage performers. The Prosper Event Committee has begun planning for the
2020 Christmas Festival, set for December 5 at Frontier Park. Metcalf commented that survey feedback
was good and Coleman said most of the negatives were in response to the schedule change.
Land asked about recreational offerings for special needs children. The 407 is ADA accessible and
Raymond said special class preparations and specially trained instructors would add a level of complexity
and training for all staff. Helton said he will research programs, certified instructors, and insurance
requirements. Land suggested hosting a get together. Raymond said larger cities will have therapeutic
recreation, yet a town the size of Prosper may not get enough participation. Staff is open to the idea and
will research the needs of different kids with different skill sets.
b) Park Development Update
Naughton thanked the Board members who participated in the recent Public Input meetings. Thirty-five
residents attended the Hike and Bike Trail Master Plan meeting; 60 attended the Downtown Open Space
Public Input meeting.
To date, 884 responses have been received from the Hike and Bike Trail Master Plan survey, which
closes at midnight February 17. The Hike and Bike Trail Master Plan Steering Committee will meet,
work with the consultant, and formulate a plan to forward to the Town Council for approval.
Naughton said a guide will be developed which will help the Town and the development community. The
priority is to tackle the hike and bike trail portion to determine standards and branding of the trail system.
Consultants working on the Downtown Open Space project will gather the information from the Public
Input meeting and develop a preferred scenario that reflects comments and input. Results will be
presented to the Town Council for finalization.
Crawford asked about areas not being worked on by a developer. Raymond said alternative funding
would have to be looked at and prioritized. What can be accomplished, what part of town, and is there a
connection to something big, are elements that go into ranking and prioritizing. Crawford said it will be
hard to connect Glenbrooke to the overall plan and asked if there is a way to connect to other trails and
meet the objective that all residents are important. Raymond said when the area is developed, the pieces
of the puzzle can be put together. It may be awhile, yet things are in the works.
Regarding a question by Land about the width of Prosper trails, Naughton said trails are 10' and 12' and
are viewed like a road system: high traffic gets wider trails to accommodate more people.
Naughton described the progress with the Hays Park Master Plan. Signage will be placed and social
media posted to invite the public to the March Parks and Recreation Board meeting to hear updates. He
showed a preview of the graphic developed by the consultant in response to the Public Input meeting.
Additional details will be presented next month.
The Gateway Monument is complete. TXDot is beginning the Green Ribbon project to add landscaping
adjacent to the Gateway Monument and along Hwy 380 from Lovers Lane to Custer Road, which is
expected to take one year to complete.

c.) Park Operations Update
Furr said the spring seasons of baseball, soccer, and lacrosse have begun. Baseball registration is up 30
percent over last year. Parks crews are working hard to maintain the fields, especially with all the rain.
Work is being done on the AT&T tower. Christmas tree mulching is complete. Fencing at the Prosper
Trail facility has been moved to act as a buffer to the trail connecting Cockrell Middle School and
Whitley Place. Interviews are underway, and, hopefully, a full crew will be in place within three weeks.
Lightning detection systems have been upgraded at Frontier Park, Eagles Landing Park, and Folsom Park,
just in time for the spring seasons. Four new systems were approved by the Town Council and the youth
sports leagues paid for a fifth system. The systems work via an app. Alerts are sent by the weather service
and a siren sounds. The service then provides the "all clear."
The Shawnee Trail Cycling Club donated a bicycle station which has been installed at Windmill
Playground. New sails for the playground have been approved and will be installed by mid -April.
5. Discussion regarding any miscellaneous business or items to be placed on future Agendas.
Raymond said a suggestion for Pickleball will be brought to the Board soon.
Land inquired about the PYSC. Raymond said during their meeting Sunday night, a new league requested
to form and was denied based on Commission guidelines.
Crawford said there is construction trash along the eastside of the Doe Creek path. Raymond said it will
be addressed.
Coleman asked about the scheduling of baseball fields. Raymond said leagues get priority. Fields are
rented in off times if teams meet the requirements. Last year, the Town Council approved a Parks Field
Monitor to drive around and check the teams that are practicing.
Metcalf requested an update on the Recreational Scholarship Program, to include budget, projections,
changes, and processes.
The Board will meet over Spring Break.
