Pursuant to Town of Prosper Ordinance No. 13-63, all speakers other than Town of Prosper staff are limited
to three (3) minutes per person, per item, which may be extended for an additional two (2) minutes with
approval of a majority vote of the CEC.

2. Approve Minutes from August 3, 2022 (RS) [Decide]
Grant Mendeljian made a motion and Brent Kirby seconded the motion to
approve the minutes from the August 3, 2022, CEC Meeting. The motion was
approved unanimously.
3. New Resident Mixer Update – Trevor Helton and Dan Baker, Prosper Parks
and Recreation Department (TH/DB) [Discuss]
Parks and Recreation Director Dan Baker provided an update on plans for the
Town’s first New Resident Mixer. Several Town Departments and five nonprofits

have signed up to have a booth at the event. There will be yard games, swag
bags, an inflatable, photo booth, and music. Two food trucks will provide free
shaved ice and popsicles. Mayor Bristol will greet the attended at 7:00 p.m. from
the south steps of Town Hall. Town vehicles will be lined up along first street to
provide a safety barrier for the grass area. The event is being publicized on the
Town’s social media, Resident Update, a promotional video, a media release,
and direct email and regular mail invitations to new residents. The CEC and
Town Council will share a booth at the event to visit with residents and hand out
promotional items and information.
4. Prosper Passport (BK) [Discuss]
Brent Kirby opened up discussed on a proposed idea for a “Prosper Passport,”
which is a list of locations, activities, and experiences that will help residents
understand what it means to be a Prosper resident. It will also help familiarize
residents on what there is to see and do in Prosper. Brent Kirby, James
Creedon, Josh Carson, and Chris Wardlaw agreed to form a work group for this
idea and bring forward a proposed strategy and framework at a future meeting.
5. Website Focus Group Activity (RB) [Inform/Discuss]
Robyn Battle informed the group that the Town Council has asked the CEC to
serve as a focus group for the Town website redesign project. The website
vendor has requested input by the end of September so that the CEC’s feedback
can be incorporated into the design, within the project timeline. A separate work
session for the focus group was set for Monday, September 26, at 6:00 p.m. via
Teams to conduct the focus group activity. The CEC will also be asked to
respond to an online survey to provide feedback on the Town’s existing website.
6. Review Work Plan/Activity Schedule (CS) [Discuss/Decide]
Christine Strobush reviewed the CEC Work Plan and the Committee discussed
upcoming activities. The Committee discussed the creation of engagement
guidelines for each of the event they attend to have a more structured approach
for gathering feedback from residents as well as CEC members, and also to
decide whether the presence of the CEC at a particular event is necessary and
valuable. Chris Wardlaw, Grant Mendeljian and Shy Tottress agreed to form a
work group for this idea and bring forward a proposed strategy and framework at
a future meeting.
The Committee decided to add the updated Work Plan to the agenda packet
each month so it will be available for review prior to each meeting.
The Committee asked the Councilmembers who were present to define their
expectations for the CEC. Responses included being available to serve on focus
groups for specific Town projects, connecting with the community, and building
relationships with residents.
The question arose regarding how the CEC will measure their success. The
Communications staff captures data in the monthly departmental report;
however, the Committee expressed a desire to have a deeper discussion of what
success for the CEC looks like. This item will be brought forward on a future

meeting agenda for discussion. The Committee discussed recent events that
have occurred in Town and how to incorporate current topics into monthly
agenda discussions.
