Commissioners present: Chairman Charles Cotten, Vice-Chairman Bobby Atteberry, Chris Long,
Amy Bartley, Joe Grinstead, and Sarah Peterson.
Commissioners absent: Secretary Brandon Daniel.

1, on 1.9± acres, located on the north side of Fishtrap Road, east of Teel Parkway.

3c. Consider and act upon a Preliminary Site Plan for a commercial development

acres from Planned Development-23-Single Family (PD-23-SF) and Agricultural (A)
to Planned Development-66 (PD-66), generally to incorporate the property and
modify the PD-66 development standards, located on the north side of First Street,
west of the Dallas Parkway. (Z19-0004).

Chairman Cotten opened the Public Hearing.
Scott Shipp (Applicant): Provided information regarding the proposed development, noting that
the development will be incorporated as a new phase of the existing, multiphase, community.
Construction is expected to begin in 2022 and will have primary access from Star Trail Parkway.
There being no other speakers, the Public Hearing was closed.
Commissioners voiced support for the request.
Motioned by Bartley, seconded by Long, to approve Item 4, subject to Town staff
recommendations. Motion approved 6-0.
5. Review actions taken by the Town Council and possibly direct Town Staff to
schedule topic(s) for discussion at a future meeting.

Agenda Item:
Consider and act upon a Site Plan for a Mini-Warehouse Building (Blue Star Storage), on 3.6±
acres, located on the south side of Prosper Trail, west of Preston Road. The property is zoned
Planned Development-55 (PD-55). (D19-0037).
Description of Agenda Item:
The Site Plan depicts a one-story 22,750 square-foot mini-warehouse building (Blue Star
Storage). Access is provided from Prosper Trail. Infrastructure was previously constructed to
accommodate the final phase of development. A Site Plan was previously approved on June
21, 2016 and expired on December 21, 2017.
The applicant is seeking re-approval with no changes to the previously approved plan. The Site
Plan conforms to PD-55 development standards. Prior to the issuance of a Certificate of
Occupancy, an Amending Plat is required to be approved and filed, in order to reduce the size
of existing water easements which conflict with the proposed building.
Legal Obligations and Review:
The Site Plan meets minimum development requirements.

Town Staff Recommendation:
Town staff recommends approval of the Site Plan subject to:
1. Town staff approval of an Amending Plat and Façade Plans.
2. Town staff approval of all fire hydrants, fire department connections (FDC) and fire lanes,

3. Town staff approval of a minimum 36” clearance between the face of the proposed building
and any adjacent fire hydrants.

Description of Agenda Item:
The Comprehensive Plan states, “Planning for the Town's future should be a continuous
process, and this Plan is designed to be a dynamic tool that can be modified and periodically
updated to keep it in tune with changing conditions and trends…Elements of the Town that were
treated in terms of a general relationship to the overall area may, in the future, require more
specific and detailed attention.”
During the past several years, TxDOT has been conducting a feasibility study for US 380 and
presenting various alignment options for US 380, as well as a potential bypass, which included
alternatives with varying impacts on Prosper. On May 6, 2019, TxDOT held a public meeting to
present the technically preferred alternative which does not include any bypass alignments that
impact the current alignment of US 380 within the Town’s corporate limits.
Currently the Thoroughfare Plan depicts US 380 as a six-lane divided, Major Thoroughfare,
where typical right-of-way is 120 feet in width, and grade separations identified at the Dallas
North Tollway, BNSF Railroad, and Preston Road.
As a result of TxDOT’s technically preferred alternative, the Town is proposing an amendment
to the Thoroughfare Plan depicting US 380 as a Controlled Access Highway, where typical right-
of-way is 330 feet in width, and grade separations are located at the intersection of all Major
Thoroughfares (with the exception of FM 1385) and at the BNSF Railroad, as shown below:

Legal Obligations and Review:
The Planning & Zoning Commission is required to hold a Public Hearing prior to acting on an
amendment to the Comprehensive Plan. Notification was provided in the newspaper; to date,
no responses have been received.
