located on the southwest corner of Coleman Street and future McKinley Street.

Chairman Cotten opened the Public Hearing.
John Gattis (Applicant): Provided information regarding the proposed development, including
hours of operation, measures to prevent off-hour drop, and employment of an after-hours security
guard. Noted an estimated completion date of June 2020.
Katrina Coffman (Property Owner): Provided information regarding the proposed development.
There being no other speakers the Public Hearing was closed.
Commissioners expressed concerns regarding traffic congestion along Coleman Street during
peak school drop-off and pick-up hours.
Commissioners voiced support for the proposed use and development.
Motioned by Bartley, seconded by Daniel, to approve Item 6, subject to Town staff
recommendations. Motion approved 5-1. Commissioner Peterson voted in opposition to the
request.
7. Review actions taken by the Town Council and possibly direct Town Staff to
schedule topic(s) for discussion at a future meeting.

Consider and act upon a Preliminary Site Plan for a commercial development (WestSide), on
64.5± acres, located on the northeast corner of US 380 and FM 1385. The property is zoned
Planned Development-94-Mixed Use (PD-94-MU). (D19-0014).
Description of Agenda Item:
The Planned Development zoning was approved by the Town Council on December 11, 2018.
The Preliminary Site Plan for WestSide shows a total of twenty-five (25) buildings, totaling
873,640 square feet, on twenty-one (21) lots. The proposed uses include retail, restaurant, a
convenience store with gas pumps, an indoor entertainment facility, a multifamily development,
two (2) limited service hotels, and three (3) open space lots. Access is provided from US 380
and FM 1385. The Preliminary Site Plan conforms to the PD-94 development standards.
PD-94 requires that the Planning & Zoning Commission approve the conceptual elevations at
the time of the Preliminary Site Plan. The conceptual elevations are attached for review. At the
time of Site Plan review, the final Façade Plans are required to be approved by the Planning &
Zoning Commission and will be required to meet the architectural design and material
regulations of the Zoning Ordinance and PD-94.

In May 2014, the Town Council approved Planned Development-66 (PD-66) for the Star Trail
development, which includes Single Family Residential and Retail tracts. The Planned
Development was amended in May 2017 to revise architectural standards for residential roof

The developer is proposing to incorporate 10.6± acres of newly acquired property into PD-66,
as a Single Family Residential tract (Residential Tract 3). The 10.6± acres are currently zoned
Agricultural and Planned Development-23 (PD-23). The addition of the 10.6± acres requires
revisions to PD-66 Exhibits A, C, and D, which are attached for reference.
Exhibit A, the boundary survey, has been revised to incorporate the subject property.
Exhibit C, the development standards, have been modified to increase the maximum number of
single family homes from 1870 to 1889. No other modifications are being made to Exhibit C.
Exhibit D, the concept plan, has been revised to incorporate the subject property.
Town staff believes this amendment is reasonable and recommends approval of the proposed
amendments.
Future Land Use Plan – The Future Land Use Plan recommends Low Density Residential for
the property; the proposed amendment conforms to the Future Land Use Plan.
Thoroughfare Plan – The property has direct access to existing First Street, an ultimate four-
lane divided thoroughfare, and to Prosper Trail, an ultimate four-lane divided thoroughfare, and
future Shawnee Trail, an ultimate four-lane divided thoroughfare, through the development. The
zoning exhibit complies with the Thoroughfare Plan.
Parks Master Plan – Required Community and Neighborhood parkland and hike & bike trails
were previously identified in PD-66, in accordance with the Parks Master Plan.
Legal Obligations and Review:
Notification was provided to neighboring property owners, as required by state law. Town staff
has not received any Public Hearing Notice Reply Forms.

5c. Consider and act upon an ordinance extending franchise granted to CoServ Gas,
LTD., its successors and assigns, to construct, maintain, and operate pipelines
and equipment in the Town of Prosper, Collin and Denton Counties, Texas, for the
transporting, delivery, sale, and distribution of gas in, out of, and through said Town
for all purposes; providing a savings clause; providing a severability clause;
providing an effective date. (KN)
5d. Consider and act upon an ordinance amending Section 12.09.003, "Speed Limits
on Specific Streets," of Chapter 12 "Traffic and Vehicles," of the Town's Code of
Ordinances by modifying the prima facie speed limit on US 380 (University Drive).

5e. Consider and act upon approving a list of qualified firms to provide professional
engineering and related services to the Town of Prosper. (PA)
5f. Conduct a Public Hearing, and consider and act upon a request to amend the
Future Land Use Plan from Medium Density Single Family to Retail &
Neighborhood Services, generally located on the north side of Fishtrap Road, west

5g. Conduct a Public Hearing, and consider and act upon a request to rezone 9.1±
acres from Agricultural (A) to Office (O), located on the north side of Fishtrap Road,

5h. Consider and act upon whether to direct staff to submit a written notice of appeal
on behalf of the Town Council to the Development Services Department, pursuant
to Chapter 4, Section 1.5(C)(7) and 1.6(B)(7) of the Town’s Zoning Ordinance,
regarding action taken by the Planning & Zoning Commission on any Site Plan or
Preliminary Site Plan. (AG)

7. Consider and act upon request for Alternative Fencing Materials for eight (8) lots in Lakes
of La Cima, Phase 7C, to allow for wooden fencing adjacent to open space and a hike &
bike trail, in lieu of ornamental metal. (MD19-0003). (AG) Denied, 4-2 (Mayor Smith
and Council Member Korbuly voted in opposition to the motion to deny)

8. EXECUTIVE SESSION:
Recess into Closed Session in compliance with Section 551.001 et seq. Texas
Government Code, as authorized by the Texas Open Meetings Act, to deliberate
regarding:
8a. Section 551.087 – To discuss and consider economic development incentives.
8b. Section 551.072 – To discuss and consider purchase, exchange, lease or value of
real property for municipal purposes and all matters incident and related thereto.
9. Reconvene in Regular Session and take any action necessary as a result of the Closed
Session.
10. Possibly direct Town staff to schedule topic(s) for discussion at a future meeting.
