4. Conduct a Public Hearing, and consider and act upon a request for a Specific Use
Permit for a Wireless Communication and Support Structure, on 0.5± acre, located
in Frontier Park, on the south side of Frontier Parkway, south and west of Stadium
Drive. (S18-0007).
Glushko: Summarized the request, presented exhibits, and recommended approval, subject to
the following:
1. Town Council approval of a lease agreement to allow for the use of facilities on Town property.
2. Coordination with the Town and any necessary sports associations to ensure no scheduled
activities are disrupted resulting from the relocation of the lights from the existing pole to the
cell tower.
3. Acquisition of any off-site access easements necessary to serve the subject property at the
time of Site Plan.
Chairman Cotten opened the Public Hearing.

There being no other speakers the Public Hearing was closed.

Commons, Block B), on 23.9± acres, located on the northwest corner of Coit Road and US 380.

Description of Agenda Item:
The previous Revised Preliminary Site Plan for Prosper Commons, Block B, was approved by
the Planning & Zoning Commission on January 15, 2019. The purpose of this second revision
is to reconfigure the detention pond, building layout, and drive aisles for Lot 1. Overall, the
Revised Preliminary Site Plan shows a total of twenty-seven (27) buildings, totaling 188,875
square feet, on twelve (12) lots. The proposed uses include retail, restaurant, a convenience
store with fuel pumps, a car wash, general, medical offices, and a day care center. Access is
provided from US 380, Richland Boulevard and Coit Road. The Preliminary Site Plan conforms
to the PD-2 development standards.

Description of Agenda Item:
The Site Plan shows a 400 square-foot enclosure with a 70-foot tall wireless communication and
support structure that provides communication between the Upper Trinity Regional Water
District metering station and the Town of Prosper Public Works Department. A previously
existing 30-foot tall wireless communication and support structure is being replaced to improve
communication. The enclosure is located in an easement granted by VP Windsong Operations,
LLC. Access is provided from a hike and bike trail on a Glenbrook Estates HOA open space lot.

Consider and act upon a Site Plan for a Town Elevated Storage Tank, on 1.9± acres, located on
the north side of Fishtrap Road, east of Teel Parkway. The property is zoned Agricultural (A).
(D19-0007).
Description of Agenda Item:
The Site Plan shows a 207-foot tall, 2.5 million-gallon, elevated water storage tank. The tank
will resemble the structures located on Craig Road and Prosper Trail. The elevated storage
water tank is needed to accommodate the growth and demand in Prosper. The northern,
eastern, and southern perimeter fencing will consist of ornamental metal, eight feet (8’) in
height. Along the western property line, the Town will replace the existing rear privacy fencing
within the Artesia subdivision with eight-foot (8’) cedar board-on-board fencing.
While Site Plans are generally considered on the Consent Agenda, this item is being considered
on the Regular Agenda to allow the Planning & Zoning Commission an opportunity to approve
living screen in lieu of a masonry wall along the western property line. In addition to the
replacement of the wooden fences noted above, the living screen will consist of one (1) large
tree (Cedar Elm), planted on 30-foot centers, 3-inch caliper minimum at the time of planting and
located in a 15-foot landscape setback.
Access is provided from Fishtrap Road. The Site Plan conforms to the Agricultural development
standards.

“storefront” appearance along Coleman Street. However, there are restrictions with existing
overhead electric power lines and a Town water easement, which prohibit the proposed building
from being located five feet (5’) from the right-of-way of the street.

As shown on Exhibit D the proposed development consists of a single story, 16,361 square-foot
building, including a retail store, donation receiving area, and screened and covered trailer
parking. The building is situated 17.5 feet from Coleman Street in order to accommodate the
electric and water lines. The proposed parking is located to the west of the building. On-street
parallel parking will be provided along Coleman Street in the future.
The proposed Goodwill is located on Tract A. Tract B is undeveloped and there are no plans for
development at this time. As such, as outlined on Exhibit C, prior to development of Tract B, a
Conceptual Site Plan and Elevations are required to be reviewed by the Planning & Zoning
Commission and approved by Town Council.
As shown on Exhibit F, the proposed Goodwill building will be constructed primarily of brick, with
downtown storefront architecture. The elevations meet the Town’s architectural standards.
As shown on Exhibit G, Goodwill is proposing enhanced landscaping in order to provide additional
screening for the indoor trailer storage area. The proposed landscaping complies with the
landscaping requirements of the Zoning Ordinance.
Future Land Use Plan – The Future Land Use Plan recommends Old Town – Retail; this request
complies with the Future Land Use Plan.
Thoroughfare Plan – The property has direct access to Coleman Street, an 84-foot ultimate 2-
lane divided downtown thoroughfare and McKinley Street, a 60-foot ultimate 2-lane undivided
downtown thoroughfare; this request complies with the Thoroughfare Plan.
Parks Master Plan – The Parks Master Plan does not indicate a park is needed on the subject
property; however, hike and bike trails are adjacent to the subject property.
Legal Obligations and Review:
Zoning is discretionary, therefore, the Planning & Zoning Commission is not obligated to approve
the request. Notification was provided to neighboring property owners, as required by state law.
Town staff has not received any Public Hearing Notice Reply Forms.

The intent and purpose of this zoning application is to develop a Goodwill Retail Store and Donation
Center at 411 North Coleman Street in Prosper, Texas. The approximate, gross building area will be 16,400
S.F. including 11,800 S.F. gross for retail sales and support, and 4,600 S.F. gross for storage. An

GOODWILL
Conformance with the Town’s Zoning Ordinance and Subdivision Ordinance: Except as otherwise
set forth in these Development Standards, the regulations of the Town’s Zoning Ordinance, as it
exists or may be amended, and the Subdivision Ordinance, as it exists or may be amended, shall
apply.
Tract A – Goodwill Tract
A1. Except as noted below, the Tract shall develop in accordance with the Downtown Retail
District as it exists or may be amended.
A2. Regulations. Regulations shall be permitted in accordance with the Downtown Retail
District with the exception of the following:
1. Minimum Front Yard:
a. In accordance with Exhibit D.
Tract B
B.1 Except as noted below, Tract B shall develop in accordance with the Downtown Retail
District, as it exists or may be amended.
B.2 Development Plans
1. Conceptual Development Plan and Elevations: Prior to application for a Preliminary
Site Plan and/or Site Plan on Tract B, a Conceptual Development Plan shall be
submitted and receive a recommendation from the Planning & Zoning Commission and
be approved by the Town Council.
A Conceptual Development Plan shall be prepared and contain the same information
as required for “Exhibits D and F” associated with the application for a Planned
Development District. The required information of Exhibits D and F associated with a
Planned Development District are denoted in the Town’s Development Manual as it
exists or may be amended.
Minor amendments to the approved Conceptual Development shall be considered at
time of the submittal of a Preliminary Site Plan. The Preliminary Site Plan shall clearly
note any deviations from the approved Conceptual Development Plan. To be classified
as a minor amendment, the proposed changes shall not:
1. alter the basic relationship of the proposed development to adjacent property,
2. alter the uses permitted,
3. increase the density,
4. increase the building height,

5. increase the coverage of the site,
6. reduce the off-street parking ratio,
7. reduce the building lines provided at the boundary of the site, or
8. significantly alter any open space plans.
Where the proposed changes do not meet the criteria of a minor amendment, a formal
amendment of the Planned Development District, including Public Hearings conducted
by the Planning & Zoning Commission and Town Council shall be required in
accordance with Chapter 1, Section 8 of the Zoning Ordinance as it exists or may be
amended.

within the corporate limits of the Town of Prosper that is not consistent with the Town’s

7. Conduct a Public Hearing, and consider and act upon an ordinance for a Specific Use
Permit for a Wireless Communication and Support Structure, on 0.5± acre, located in
Frontier Park, on the south side of Frontier Parkway, south and west of Stadium Drive.

8. Consider and act upon authorizing the Town Manager to execute a Tower Site Lease

9. Consider and act upon a resolution accepting the Independent Audit Report and
Comprehensive Annual Financial Report (CAFR) for the Fiscal Year Ended September

10. Consider and act upon request for Alternative Fencing Materials for eight (8) lots in Lakes
