Description of Agenda Item: The previous Revised Preliminary Site Plan for Prosper Commons, Block B, was approved by the Planning & Zoning Commission on January 15, 2019. The purpose of this second revision is to reconfigure the detention pond, building layout, and drive aisles for Lot 1. Overall, the Revised Preliminary Site Plan shows a total of twenty-seven (27) buildings, totaling 188,875 square feet, on twelve (12) lots. The proposed uses include retail, restaurant, a convenience store with fuel pumps, a car wash, general, medical offices, and a day care center. On-street parallel parking will be provided along Coleman Street in the future. The proposed Goodwill is located on Tract A. Tract B is undeveloped and there are no plans for development at this time. As such, as outlined on Exhibit C, prior to development of Tract B, a Conceptual Site Plan and Elevations are required to be reviewed by the Planning & Zoning Commission and approved by Town Council. As shown on Exhibit F, the proposed Goodwill building will be constructed primarily of brick, with downtown storefront architecture. The elevations meet the Town’s architectural standards.
