Consider and act upon a Preliminary Plat for Windsong Ranch Phases 6B & 6C, for 185 single
family residential lots and five (5) HOA/open space lots, on 56.5± acres, located on the west side
of Windsong Parkway, north of Mill Branch Drive. The property is zoned Planned Development-
40 (PD-40). (D20-0007).
Description of Agenda Item:
On January 14, 2020, the Town Council approved an amendment to PD-40 which permits “Type
E” lots with a minimum lot width of 50 feet and a minimum lot size of 6,000 square feet. The
proposed Preliminary Plat is the first Windsong Ranch plat to incorporate this new lot type. The
Preliminary Plat shows 185 single family residential lots and five (5) HOA/open space lots. Access
is provided from Windsong Parkway and Good Hope Road. The Preliminary Plat conforms to the
Planned Development-40 development standards.

The following emergency addendum is hereby posted for the Tuesday, March 24, 2020,
Town Council meeting in the Council Chambers, Prosper Town Hall, 250 W. First Street, Prosper,
Texas, at 5:45 PM:
This Emergency Addendum to the Town Council’s March 24, 2020, Agenda
is posted as an Emergency Amendment pursuant to Texas Government
Code Section 551.045 as a result of the Federal, State and Local Disaster
Declarations (including Executive Orders/Declarations by the Collin County
Judge on March 24, 2020, and Denton County Judge on March 24, 2020)
related to the ongoing public health emergency caused by COVID-19, and
consequently, there exists an urgent public necessity and immediate
deliberation and/or action is necessary to maintain the public health and
safety.
The March 24, 2020, Town Council meeting agenda is hereby amended by adding the
following emergency addendum to the executive session agenda:
EXECUTIVE SESSION
Sections 551.071, 551.074 and 551.076 – Consultation with the Town Attorney regarding legal
issues associated to disaster declarations/executive orders by federal, state and applicable local
governments related to COVID-19 and attendant public health matters, and to discuss and
consider personnel matters and the deployment of security personnel related thereto, and all
matters incident and related thereto.
Notice Regarding Public Participation
Governor Greg Abbott has granted a temporary suspension of certain rules to allow for telephone
or videoconference public meetings in an effort to reduce in-person meetings that assemble large
groups of people, due to the COVID-19 (coronavirus) public health emergency.
In an effort to reduce the spread of the virus, for the March 24, 2020, Town Council meeting,
individuals will be able to address the Council either (1) in person at Town Hall in the Town Council
Chambers, (2) via telephone conference call, or (3) via videoconference.
