Broadway Street, Prosper, Texas Town of Prosper Municipal Chambers Tuesday, September 6, 2011, 6:00 p.m. 1. Call to Order /Roll Call. The meeting was called to order at 6:01 p.m. Roll call taken by Melanie Videan, Planning Technician. Commissioners present included: Chair Marlc DeMattia, Vice Chair Mike McClung, Secretary Chris Keith, Terri McCutcheon, Jim Cox, and Rick Turner. Staff present included: Chris Copple, Planning &Zoning Manager; and Melanie Videan, Planning Technician. 2. Recitation of the Pledge of Allegiance. CONSENT AGENDA 3a. Consider and act upon minutes from the following Planning &Zoning Commission meeting. • June 7, 2011 Regular Meeting (revised) • August 2, 2011 Regular Meeting 3b. Consider and act upon a preliminary site plan for Cynthia Cockrell Elementary School, on 12.2f acres, located on the southwest corner of Prosper Trail and Escalante Trail. The property is zoned Planned Development-9 (PD-9). (D11-0016). 3c. Consider and act upon a site plan and final plat for Cynthia Cockrell Elementary School, on 12.2f acres, located on the southwest corner of Prosper Trail and Escalante Trail. The property is zoned Planned Development-9 (PD-9). (D11-0017). Motion by McClung, seconded by Turner to approve consent agenda subject to staff recommendations. Motion approved 6-0 at 6:02. p.m: REGULAR AGENDA (If you wish to address the Planning &Zoning Commission during the regular agenda portion of the meeting, please fill out a "Speaker Request Form" and present it to the Chair prior to the meeting. Citizens wishing to address the Planning &Zoning Commission for items listed as public hearings will be recognized by the Chair. Those wishing to speak on anon -public hearing related item will be recognized on a case -by -case basis, at the discretion of the Planning & Zoning Commission.) 4. A public hearing to consider and act upon a final plat of Whitley Place, Phase 2B, Block B, Lot 1R, being a replat of Whitley Place, Phase 2B, Block B, Lot 1, on 0.4f acre, located on the southwest corner of Whitley Place Drive and Cliff Creek Drive. Asked staff questions regarding existence, ownership, and maintenance of wall. Copple: Reported the wall is consh•ucted, and the owner (the homeowner's association) requires the means to maintain it. Motioned by Cox, seconded by McCutcheon to open the public hearing. Motion approved 6-0 at 6:04 p.m. Motioned by McClung, seconded by Tunzer to close the public hearing. Motion approved 6-0 at 6:04 p.m. Motioned by Cox, seconded by McClung to approve item 4 as submitted. Motion approved 6-0 at 6:05 p.m. 5. Receive an update on items discussed by the Capital Improvements Advisory Committee and the Comprehensive Plan Advisory Committee. Discussion Copple: Relayed basic figures regarding the Visual Character Survey for the Comprehensive Plan. Informed of meeting dates for both Committees and the items to be discussed at each. Answered questions regarding data gathered by the consultants and approximate times for public hearings. DeMattia.• Asked questions about data received and requested Committee members receive such before their meetings to ensure adequate review time. Keith: Asked questions regarding public hearings for both Committees. 6. Possibly direct Town Staff to schedule topics) for discussion at a future meeting. Discussion DeMattia: Requested Staff omit information regarding ordinance adoption from the Council Memo, which is included in the Commission's packet. 7.
