1. Call to Order / Roll Call.
The meeting was called to order at 6:00 p.m.

2. Consider and act upon the minutes of the November 10, 2022, Parks and Recreation Board
meeting.
Motion to approve by Reeves. Seconded by Knox. Approved 5-0,
3. Comments from the public.
There were no comments from the public.
4. Rutherford Park update.
Estimated to serve 5100+ residents, 3.5+ acres of programmable open space, Athletic field(s),
Playground, Pavilion, Hike and bike trails with park connection, Adjacent to the 15-acre pond (not
Town owned.)
Reeves asked how far out the project may be. Baker stated that this is not known at this time.
Knox asked where the dirt for the project comes from. Baker stated that from local projects, it is
all clean & filtered soil. Metcalf thanked the town, Parks and Recreation, and PISD for the quick
response to this project.

Recreation -
The Prosper Christmas Festival brought in over 6,000 event -goers. Some of the major attractions
included:
Santa's Workshop, Horse-drawn carriage, Kids Christmas Shoppe, Santa's Selfie Station,
Community Stage, and Kids Zone with inflatables and games. There were 90 booth spaces. Helton
thanked our title sponsors, Texas Health, Cliff Freeman & Mario Sinacola. Benson thanked the
department for all of the work on the Christmas Festival. Brandon thanked the department and
also asked about the difference in growth from year to year at the festival.
Prosper Fishing Derby will be held Saturday, February 9:00 — 11:00 am at Frontier Pond. Texas
Parks and Wildlife has stocked over 2,000 fish. Eight members of the Bass Fishing Team will be
volunteering. Helton stated that there are additional volunteer opportunities available. Reeves
asked if one of the high school students would be willing to do an additional 30-minute fishing
teaching session after the event.
Park Development -
Pecan Grove Park:
The contractor has completed the installation of the erosion control devices, the tree
protection device, and the staking for the hike and bike trail layout. Construction entrances
have been placed.
Tanner's Mill Park:
A basketball court and goals, a park monument sign, and two backstops have been installed.
The pavilion structure has been installed and the contractor continues with the installation of
the masonry wrap for the pavilion column.
Star Meadow Park:
Playground equipment has been installed. The contractor has begun the installation of the
pavilion. Some grading around the drop -inlet has been done.
Park Operations -
Several projects are currently taking place to include river rock installed in Town Hall landscape
beds, trimming trees, and soccer fields are being prepped. The leagues have experienced delays
due to the weather. The disk golf area is being cleaned up after flooding. Ant bait application
has started. The division has been inventorying plants that were damaged due to extreme
summer and winter weather. A plan will be put in place to replace those that were severely
impacted.
Director -
The new Assistant Director of Parks, Kurt Beilharz, will start Monday, February 13, 2023.
The department has released a Downtown Park Community Input QR code.

US 380 Bypass Update, Benson encouraged everyone to submit citizen responses to TxDOT in
agreement with section A. Benson thanked the town, and departments, for their diligence on this
project.
The next Parks and Recreation board meeting will take place on March 2, 2023.
