TO CANVASS ELECTION

2. Consider and act upon an ordinance canvassing the returns and declaring the
results of the May 5, 2018, General Election, and ordering a Run-off Election to be
held on June 16, 2018. (RB)
Town Secretary/P10 Robyn Battle presented this item before the Town Council. The
Collin County and Denton County Early Voting Ballot Boards have reconvened and
completed their count of provisional ballots. There were no provisional ballots submitted
for Place 2 or Place 6 in Collin County or Denton County, so the unofficial tabulation that
was submitted on election night remains unchanged.
Because no candidate received at least 50% of the votes for Place 2, Town staff
recommends the Town Council call a runoff election between Craig Andres and Chris
Kern, the two candidates who received the highest number of votes for Place 2.
The Town Charter states that the candidate for elective office receiving a majority of the
votes cast shall be declared the winner; therefore, Ms. Battle certified that Jason Dixon
has been duly elected to Town Council Place 6.
Councilmember Dugger made a motion and Councilmember Hodges seconded the motion
to adopt Ordinance No. 18-33 canvassing the returns and declaring the results of the May
5, 2018, General Election, and ordering a Run-off Election to be held on June 16, 2018.
The motion was approved by a vote of 6-0.

3. Consider and act upon an ordinance and joint order canvassing the returns and
declaring the results of the May 5, 2018, Special Election. (RB)
Town Secretary/PIO Robyn Battle presented this item before the Town Council. The
Collin County and Denton County Early Voting Ballot Boards have reconvened and
completed their count of provisional ballots. There were no provisional ballots submitted
for the Special Election in Collin County or Denton County; however, one additional mail
ballot was received and counted by Collin County since the unofficial results were released
on May 5.
Ms. Battle certified the results to be a full, true, and correct tabulation of the votes cast in
the May 5, 2018, Special Election, and further certified that both propositions in the Special
Election have been duly approved by the voters of the Town of Prosper in favor of the
following:
1. the creation of the Town of Prosper Crime Control and Prevention District and the
adoption of a sales and use tax at the rate of one-fourth of one percent;
2. the creation of the Town of Prosper Fire Control, Prevention and Emergency Medical
Services District and the adoption of a sales and use tax at the rate of one-fourth of
one percent;
3. the repeal of an additional sales tax for property tax relief at the rate of one-half of one
percent; and
4. the Town Council may serve as the Board of Directors of the Town of Prosper Fire
Control, Prevention and Emergency Medical Services District.
After discussion, Councilmember Dugger made a motion and Councilmember Korbuly
seconded the motion to adopt Ordinance No. 18-24 and a Joint Order canvassing the
returns and declaring the results of the May 5, 2018, Special Election. The motion was
approved by a vote of 6-0.
4. Discuss Town Council subcommittee membership. (RB)
The Town Council briefly discussed the functions and membership of the Council
subcommittees. This item will be brought forward for discussion again at a future meeting.
5. Adjourn.
The meeting was adjourned at 6:23 p.m., on Monday, May 14, 2018.
