1. Call to Order / Roll Call.
The meeting was called to order at 6:00 p.m.

2. Consider and act upon the minutes of the October 13, 2022, Parks and Recreation Board
meeting.
Motion to approve by Benson. Second by Reeves. Approved 6-0.
3. Public Comments.
Barbara Cottone thanked all the Parks and Recreation Board members who have currently
volunteered and reminded the board that there were more openings available.
4. Recognition of Linda Guthrie — 2022 North Region Texas Recreation & Park Society
Advocate of the Year
S. Presentation of the Prosper Parks and Trail System.
Naughton presented a map of the hike and bike trails. There are currently 54 miles of existing
trails and 92 miles of planned future trails for a total of 146 miles. There have been discussions
with Veloweb for a regional trail that runs from Little Elm, through Windsong, Down Star Trail,
and through Whitley Place to McKinney.
Metcalf asked how many miles of trail have been built in 2022. Naughton stated 1.4 miles. The
town is averaging 2 — 3 miles of trail annually. Knox asked if we coordinate with our surrounding
cities during trail development. Naughton stated that we reach out to our counterparts to

connect the trail systems, creek ways, and major throughout fares. Brandon asked who is
financially responsible for the trail build -out. Naughton stated that it comes from various
entities including municipal funding and grants.
The town has approximately 635 acres of parkland.
6. Receive staff updates: Recreation, Park Development, Park Operations, and Director.
Recreation —
Veterans Day 5k at Frontier Park will take place this Saturday, November 12. Events start at
8:00 a.m.
19 Teams participated in P-Town Throw Down Tournament on November 5, 2022.
December 3 is Prosper Christmas Festival, starting at 3:00 p.m.
Light the Night contest submittal deadline is December 11. December 14, judging will take
place. December 16, winners will be announced via social media.
Dan complimented Cecilee Fannon on her efforts to grow the recreation program.
Park Development —
Tanners Mill Park: The contractor continues working on the formation of the sidewalk and has
poured parts of the sidewalk close to the basketball court. The subgrade for the basketball
court is complete and the concrete forms are being installed.
Town Hall Honor Wall: The lights are installed. The contractor is continuing to work on the
plaque installation prior to Dedication Ceremony.
Star Meadow Park: The monument sign on the northeast corner of the park has been
completed.
Windsong Ranch Floodplain Trail: The contractor has started working on the 12-foot hike and
bike trail along the creek. Approximately 900 feet of the trail located south side of the amenity
center has been formed and poured.
Denton Middle School #9:
About 1500 feet of the 10-foot hike and bike trail along Denton Way has been poured. The
contractor has set up the concrete forms for about 800 feet of the trail.
Reeves asked when the groundbreaking for Raymond Park would take place. Naughton stated
October 2023.

Saturday, November 5, 2022, was the Arbor Day Celebration. Two Chinquapin Oaks were
planted by Girl Scout Troops 415 & 4679 and Boy Scout Troop 365 at Hackberry Park on the
Northwest corner.
PYSC is winding down its 2022 sports season.
Plant replacement from the February 2021 freeze is still in process.
Director —
The Town Hall Honor Wall Ceremony will take place on November 11, 2022, at 10:00 a.m.
There will be no Parks and Recreation Board Meeting in December. The Boards and
Commissions Social will take the place of the meeting.
Naughton has resigned. The search is underway for a new Assistant Director.
