1. Call to Order / Roll Call.
MINUTES
Regular Meeting of the
Parks and Recreation Board
108 W. Broadway St., Prosper, Texas
Town of Prosper Municipal Chambers
Thursday, February 8, 2018, 6:00 pm
The meeting was called to order by Rick McGrath, Chair, at 6:00 p.m.
Board members present: Rick McGrath, Chair; Rebekah Land, Vice Chair; Gina Kern, Secretary; Amy
Bartley and Stephen Thomas.
John Metcalf and Chuck Smith were absent.
Staff members present: Dudley Raymond, Director of Parks and Recreation; Matt Furr, Parks
Supervisor; Julie Shivers, Recreation Services Coordinator; and Patty Kendzie, Senior
Administrative Assistant.
Consider and act upon approval of the Minutes from the January 11, 2018, Parks and Recreation
Board meeting.
Motion to approve by Thomas, second by Kern. Approved 5-0.

2. Consider and act upon a possible property swap with Prosper Partner LP for property at
The Parks at Legacy subdivision.
Raymond showed the graphic of the properties near Legacy and Fishtrap showing the property swaps
requested by Prosper ISD. The footprints shows the shape of the school property, which is different from
what the subdivision would have been, as the school was not included in the original agreement. The
Town comes out a bit ahead in acreage, it's more of an in-kind swap. The trades account for less than .3
acres and will help the ISD facilitate construction of an elementary school, will help residents access the
school; and will add parking to the park.
Raymond said from a planning standpoint, there are no issues or red flags. From a parks standpoint,
plenty of room remains for a playground (same as the other elementary schools) and there are no
outstanding issues. Land asked if staff has issues with the land swap and Raymond said there is nothing
that can't be worked through. The request has been through preliminary application, planning and
development.

Thomas asked about the level of formality associated with the process. Raymond said the process begins
with a pre -development meeting with planning staff and meeting minutes are generated that go back to
the property owner. Then the formal application is submitted with plans. They are refined and issues are
addressed.
Raymond said there has been give and take on this project and the developer has gone a bit above and
beyond the requirements. The developer is standing up to its agreements.
Thomas expressed concern about the short time frame given to contemplate a decision. McGrath said this
is the standard school layout.
Motion to approve by Land, second by Kern. Approved 5-0.
3. Update from staff regarding the youth sports historical registration numbers and the need
for future athletic facilities.
Raymond described the youth sports registration numbers, showing charts and projections about future
participants, time slots and available fields for recreational sports. He said the spreadsheet is considered a
tool to help with projections.
Bartley asked staff s opinion on capping registration and about non-resident registration. She said kids in
Prosper ISD learn to play sports together. Raymond said for now, registration cannot be limited only to
Prosper residents. Yet, moving forward, it will be tough to ask residents to pay Town taxes to support the
kids from surrounding communities to play in Prosper. Second and third high schools will change
tradition and attitudes about kids playing sports together through high school graduation. At some point,
Celina will have to build a facility to accommodate their residents.
Kern said it appears there are enough fields for all to play and asked how to communicate that. Raymond
said there are enough fields for traditional practice and play, yet a set of standard needs to be agreed to by
all. He has encouraged the PYSC to determine that. He said it is not prudent to build enough facilities so
that all can practice in the premier time slots.
Raymond said the synthetic fields will be mostly youth sports, with excess capacity rolling back to the
Town to rent. Synthetic fields will not be rented to non-residents.
McGrath said to remember some of the leagues cap registration, so it may not be known how many kids
are not getting a chance to play. He said increasing rates for non-members has been discussed by the
Parks and Recreation Board. Raymond said the goal is for the gap to start to close within five years.

4. Informational items
a. Recreation Update
Shivers said the January Community Workout went well. About 100 residents attended. The last workout
will be March 3, 2018, at Windsong Park. The Prosper Fishing Derby is coming up on February 24, 2018.
Sponsors have donated numerous prizes. There will be no registration this year. The Grand Opening of
Frontier Park North will be February 25, 2018, at 1:30 pm. Spring recreational classes are beginning:
soccer and tennis. Adult Men's Softball games begin March 18, 2018. Archery begins in March, as well.
Shivers told the Board Prosper is behind by 160,000 points in the IT'S TIME TEXAS Community
Challenge. Lancaster is in first place and Prosper is second. They have more school participation, yet
PISD has sent out an email asking for teacher participation. She described what it will take to make up the
difference and showed the Board ways to earn points.
b. Park Development Update
Raymond showed the aerial of Frontier Park North and said the project is nearing completion, with a few
things left to be buttoned up. He also showed photos of progress on the Windsong Ranch 4B hike and
bike trail.
C. Park Operations Update
Furr said soccer practice has started. Baseball begins March 19, 2018; lacrosse has already started. Girls
lacrosse is now at Eagles Landing Park.
5. Discussion regarding any miscellaneous business or items to be placed on future Agendas.
There was no discussion.
