12.07.2017 Parks & Rec Minutes1« TOWN C7F SP� "A Place Where Everyone Matters " 1. Call to Order / Roll Call. The meeting was called to order by Rebekah Land at 6:02pm. MINUTES Special Meeting of the Parks and Recreation Board 108 W. Broadway St., Prosper, Texas Town of Prosper Municipal Chambers Thursday, December 7, 2017, 6:00 p.m. Board members present: Rebekah Land, Vice Chair; Gina Kern, Secretary; Amy Bartley; John Metcalf; Chuck Smith; and Stephen Thomas. Staff members present: Paul Naughton, Landscape Architect; Julie Shivers, Recreation Services Coordinator; and Patty Kendzie, Senior Administrative Assistant. Rick McGrath, Chair, entered the meeting at 6:03pm. 2. Consider and act upon approval of the Minutes from the November 9, 2017, Parks and Recreation Board meeting. Motion to approve by Metcalf, second by Kern. Approved 7-0. 3. Comments by the Public. 4. Informational items. a. Recreation Update Shivers said the 2018 Prosper Christmas Festival was a success, with an estimated 8-10,000 in attendance (determined by the bus count and parking lot numbers). Sponsor and vendor booths totaled 85-90. Shivers thanked Land for her work in coordinating the stage performances. Metcalf asked about vendor feedback and Shivers said she heard only positive comments. A follow- up survey will be sent to vendors and the public. Smith asked how road closings due to the parade affected traffic flow. Shivers said the closures were brief and shuttles were back up and running quickly. Looking to 2018, Shivers encouraged members to bring phones and devices to the January meeting to register for the IT'S TIME TEXAS Community Challenge, which runs from January 8 through March 5. Prosper will be adding a new aspect: Community Workouts, which will be submitted as Sanctioned Events to earn 5,000 Challenge points. Workouts will be conducted with Camp Gladiator at Frontier Park in January; with Texas Health Prosper at Dick's Sporting Goods in February; and with Black Belt Academy at its Prosper location in March. The annual Fishing Derby is scheduled for February 24. Dick's Sporting Goods will donate prizes and bags. Spring Recreation classes kick off in late January, yet most will begin over Spring Break due to cold weather. Page 1 of 2 b. Park Development Update Naughton gave the Park Development Update. Frontier Park North was successfully secured during the Prosper Christmas Festival, with no reported issues. He showed a photo of synthetic turf installation on Field #2 and said the playground equipment has arrived. Estimated finish date is mid to late January. Everything is on schedule. Ribbon cutting and Grand Opening ceremonies are being discussed. Naughton said a Professional Services Agreement for the Whitley Place Trail Connection will be brought to the Town Council for approval at their meeting on December 12, 2017. The half million dollar trail project is part of the 5 -year Capital Improvement Plan. A grant has been applied for, which will be awarded in March 2018. Naughton said if a hike and bike trail is planned as part of a non-residential development, the developer is required to put in that infrastructure. The trail is considered part of the Prosper parks system, yet Prosper is not responsible for maintenance of the landscaping. c. Parks Operations Update Naughton gave the Parks Operations Update. He said donated trees are being planted for the Tree Farm. Parks crews are cleaning out the ditch on west side of Frontier Park and have replaced some of the declining magnolias on First Street and Coit Road with the correct species. 5. Discussion regarding any miscellaneous business or items to be placed on future Agendas. There was no discussion. 6. Adjourn. Motion by Smith, second by Land. Meeting adjourned at 6:16pm.
