Work Session of the Prosper Town Council
Town Hall
121 W. Broadway Street, Prosper, Texas
Saturday, April 22, 2006 at 8:00 a.m.
The meeting was called to order at 8:05 a.m. Council present included: Mayor Pro -Tem Lisa Dritschler, Kevin Drown, Dave
Turley, and Mike Wadsworth. David Bristol arrived at 8:15 a.m. Mayor Charles Niswanger was absent. Staff present
included: Douglas Mousel, Town Administrator.
Discuss and prioritize Town goals and objectives.
The Town Council and Town Administrator discussed previously identified goals relating to economic development,
infrastructure, and municipal services. David Bristol suggested that the three topics were not actually goals, but general
assumed responsibilities of the Town. Mike Wadsworth suggested linking new goals to the past, present, and future. The
Town Council then identified the following list of topics that they would like to describe Prosper or for Prosper to achieve in
the future:
• Unique feeling
• Sense of community/place
• A connected community
• Provide connectedness through trails and open
space
* Identify unique ideas to differentiate Prosper
• Incorporate 21St century ideas
* Provide more parks and recreational
opportunities
* Pursue the development of a public golf course
• Provide common gathering places
* Consider trail opportunities along Wilson Creek
• Provide a variety of housing stock
• Entry features
• Use natural grasses and split rail fence to convey
Prosper's rural image
• Sense or point of arrival
• An education, technology, or medical center
• Establish a sister city
• Tie new development between near Preston/380 to the
downtown
• Establish commercial and retail development along and
at key intersections of US 380, Preston, Tollway, and
Custer
• Identify future use for old gin
• Consider arts and culture
David Bristol suggested that the Town Council may want to continue a similar discussion with the assistance of a facilitator.
Lisa Dritschler concurred and suggested that community stakeholders be included in the discussion. Doug Mousel will have
several consultants prepare proposals for such a process. Dave Turley suggested that developers, builders, brokers, etc. be
invited to a Town and EDC sponsored barbeque or similar event.
Review and discuss the Town Council's State of the Town presentation.
The Town Council discussed the format of the presentation to be made at the State of the Town Town Hall meeting on
Tuesday, May 2 at 7:00 p.m.
Adjourn
Motion made by Dave Turley to adjourn. Seconded by Kevin Drown. Motion approved by a vote 4-0. The meeting was
adjourned at 11:22 a.m.
