Joint Meeting of the
Prosper Town Council and the
Prosper Independent School District Board
Prosper Middle School - Library
605 E. Seventh Street, Prosper, Texas
Monday, April 17, 2006 at 6:00 p.m.
The meeting was called to order at 6:01 p.m. Council present included: Mayor Charles Niswanger, Mayor Pro -Tem Lisa
Dritschler, Kevin Drown, and David Bristol. Mike Wadsworth arrived at 6:12 p.m.
Staff present included: Douglas Mousel , Town Administrator and Karen Gandy, Executive Director of the Prosper
Economic Development Corporation.
REGULAR SESSION
2. Discuss upcoming Prosper Independent School District and Town sponsored events.
Douglas Mousel announced that the Town's general/local option election will be held on Saturday, May 13, 2006. Mr.
Mousel also announced that the Prosper Arts & Music Festival will be held on Sunday, April 23, 2006 from 12:00 p.m. to
6:00 p.m. in downtown Prosper.
3. Discuss current and future zoning and development activities and infrastructure projects within the Town.
Douglas Mousel provided an overview of the current and future zoning and development activities and infrastructure
projects within the Town and responded to related questions,
4. Discuss current and future plans for the acquisition, development, and/or construction of Prosper Independent
School District facilities.
Drew Watkins, PISD Superintendent, provided an overview of current and future plans for the acquisition, development,
and/or construction of Prosper Independent School District facilities.
5. Discuss the status of current and future joint projects of the Prosper Independent School District and the Town,
including, but not limited to:
a) The park site and playground adjacent to Folsom Elementary School;
b) Future park/school sites; and
c) Tennis courts at the Prosper High School.
Drew Watkins, PISD Superintendent, indicated that the playground adjacent to Folsom Elementary School is complete
and available for play. Mr. Watkins reported that the construction of the tennis courts at the Prosper High School is
nearly complete. The Town will distribute a press release regarding these facilities upon the completion of the tennis
courts.

CLOSED SESSION
6. Recess into closed session in compliance with Section 551.001 et. Seq. Texas Government Code, to wit, Section
551.072, to discuss the acquisition of property located in an area bordered by Dallas Parkway to the west,
Coleman Street to the east, Prosper Trail to the south, and Frontier Parkway to the north for a community park.
The Town Council recessed into a closed session for the above referenced purpose.
7. Reconvene into regular session and take any action necessary as a result of the closed session.
The Town Council reconvened into regular session and took no action as a result of the closed session.
8. Adjourn
Motion made by Lisa Dritschler to adjourn. Seconded by Mike Wadsworth. Motion approved by a vote 4-0. The meeting
was adjourned at 7:00 p.m.
