01.24.2006 Town Council, PISD Joint MinutesPISPER OWN OF 1. Call to Order/ Roll Call. Meeting was called to order at 6:08 p.m. Roll call was taken by the Town Secretary Minutes (approved) Joint Meeting of the Prosper Town Council and the Prosper Independent School District Board 800 Somerville Drive Folsom Elementary School (Community Room) Tuesday, January 24, 2006 at 6:00 p.m. Council present included: Mayor Charles Niswanger, Dave Turley, Kevin Drown, Mike Wadsworth and David Bristol. Mayor Pro -Tem Lisa Dritschler was absent. Staff present included: Town Administrator, Doug Mousel; Planning Director, Mitch Humble; and Town Secretary, Shanae Jennings. School Board present included: Chuck Stuber, Sonnya Airhart, Dan Tolleson, Dave Toney and Johnny Warren. School Superintendent Drew Watkins was also present. Wayne Bernstein arrived at 6:26 p.m. 2. Discuss upcoming Prosper Independent School District and Town sponsored events. The first day to filg for a place on the ballot for both school board members and Town Council member is Saturday, February 11, 2006. The last day to file is March 13, 2006. The elections will be held jointly by the school district, Town of Prosper and Collin County Community College District. The elections will be held on Saturday, May 13, 2006. l Discuss current and future zoning and development activities and infrastructure projects within the Town. Town Administrator Doug Mousel and Planning Director Mitch Humble briefly discussed the development activities and infrastructure projects occurring within the Town of Prosper. 4. Review and discuss the results of the Town's citizen survey. Town staff explained the goal and purpose of the citizen survey and asked the school officials if they had any questions, input or comments. 5. Discuss current and future plans for the acquisition, development, and/or construction of Prosper Independent School District facilities. A new elementary school will break ground in May 2006. Ground will break on a middle school sometime in 2007. The location for the high school is still being determined. 6. Discuss the status of current and future joint projects of the Prosper Independent School District and the Town, including, but not limited to: a) The park site and playground adjacent to Folsom Elementary School; Playground equipment should be ready by mid-February 2006. Both the school children and community should get a lot of use out of the equipment. b) Future parkischool sites and a joint site for a community park and athletic stadium and/or an athletic complex; Town staff continues to work on this as the site for a community park and athletic stadium is still being assessed. The school district and town both agreed that they would like to move forward with a joint use agreement for these issues, and will attempt to have a draft of a joint use agreement ready for review at the next joint meeting in April. Page 1 of 2 c) Tennis courts at the Prosper High School; The school district is still working on the tennis courts. d) The community library agreement; and The library agreement is being worked on and will be executed in the very near future. e) The Town's potential participation in the Arts of Collin County project. TheArtsof Collin County project is a project that is being worked on by the Cities of Allen, Frisco and Piano. They have made arrangements for smaller cities to participate in the maintenance and operations portions of the project, with the idea that convenient usage of the facility would be made available to those communities who participate. Town staff requests that the school board review the information and offer feedback if they have any. 7. Presentation of a check to the PISD by the Town of Prosper for the Prosper Community Library. Mayor Charles Niswanger presented the school district with a check for $125 to go towards expenses at the library. 8. Adjourn Motioned by Dave Turley, seconded by Mike Wadsworth to adjourn.
