Commissioners present included: Chair Mark DeMattia, Vice Chair Mike McClung, Secretary Chris
Keith, Bruce Carlin, Rick Turner, Bill Senkel, and Craig Moody.
Staff present included: Chris Copple, Planning Director; Wayne Snell, Building Official; and Melanie
Videan, Planning Technician.

3a. Consider and act upon minutes from the following Planning & Zoning Commission
meetings:
December 18, 2012 Regular Meeting
Discussion
DeMattia: Asked for clarification regarding the revisions to the December 18, 2012 Planning & Zoning
Commission meeting minutes.
Videan: Clarified the revisions to the meeting minutes.
3b. Consider and act upon a final plat for Windsong Ranch, Phase 1A, being 152 single family
residential lots on 69.5f acres, located on the south side of Fishtrap Road and the east side
of Gee Road. The property is zoned Planned Development-40. (D12-0046).
Motioned by Carlin, seconded by McClung to approve the consent agenda subject to the revisions to the
December 18, 2012 Planning & Zoning Commission meeting minutes and staffs recommendations on
item 3b. Motion approved 7-0 at 6:02 p.m.
REGULAR AGENDA
4. A public hearing to consider and act upon a request to rezone 143.4f acres, located on the
east side of Coleman Street, 1,300f feet north of Prosper Trail from Planned Development-
22 (PD-22) to Planned Development -Single Family-10 (PD-SF-10). (Z12-0011).
Summary
Copple: Relayed the applicant's request to table the item until the February 5, 2013 Planning & Zoning
Commission meeting.
Motioned by McClung, seconded by Moody to open the public hearing. Motion passed 7-0 at 6:03 p.m.

5. A public hearing to consider and act upon a request to rezone 0.3t acre, located on the
north side of First Street, 1,500f feet east of Legacy Drive from Agricultural (A) to Planned
Development -Agricultural (PD-A). (Z12-0004).
Summary
Copple: Summarized the request to rezone, including the length of time for the permitted use and
proposed screening. Briefed on the surrounding zoning and the Future Land Use Plan (herein called the
FLUP). Informed notification was given according to state law, and three public hearing notice reply
forms were received by the Planning Division — one not in opposition; two in opposition. Noted
surrounding property owner's within two hundred (200) feet of the request that are in opposition comprise
over twenty percent (20%) of the surrounding property. Cited considerations for staff s recommendation
for denial.
Discussion with Staff
DeMattia.• Inquired about the significance of the property owners in opposition to the request.
McClung: Asked for confirmation regarding surrounding zoning on the FLUP and the location of the
floodplain. Asked what development types can exist in the floodplain.
Carlin: Asked if there is an acceptable antenna height and if the economic impact of the antenna is
known at this time.
Turner: Inquired about non-residential uses within one hundred and twenty (120) feet of a residential
use.
Copple: Answering DeMattia, explained the implication of the opposition replies, noting the
Commission's vote is not affected by the opposition replies. Addressing McClung, noted the surrounding
zoning and the location on the floodplain on the FLUP. Informed floodplains are typically used for
recreational purposes and that the Subdivision Ordinance prohibits development in Prosper floodplains.
Answering Carlin, cited the definitions of commercial antenna, stealth antenna, and noted the Agricultural
District allows for a maximum height of 40 feet. Reported there is no data on the economic impact of an
antenna to that location. To Turner, informed such requirements do not apply to planned developments,
but there are conditional standards for the use in the Commercial District.
Motioned by Keith, seconded by Carlin to open the public hearing. Motion passed 7-0 at 6:17 p.m.
Public Hearine Discussion
Peter Kavanagh (applicant): Gave presentation, which included photo examples of antennas in other
metroplex neighborhoods, noting that in one particular neighborhood, the antenna presence had not
devalued the homes in proximity. Offered information regarding tower locations, types, heights, and
coverage. Cited the factors that must converge in order to properly locate a tower ahead of development.
Keith: Asked questions regarding the Verizon coverage map
McClung: Inquired if Verizon would have an appropriate sized flag on the pole. Asked if Verizon will
own or lease the property on which the antenna will be located.
DeMattia.• Asked which design, from the photos offered in the presentation, would be chosen for the
Prosper antenna.

McClung: Asked staff if water towers will be constructed in the area and what the timeline for
construction is.
Turner: Asked staff the height of the water tower on First Street and Craig Road.
Copple: Answering McClung, informed that water towers are scheduled for the area, but construction of
such will be based on growth, which may not occur for another three to five years. Addressing Turner,
estimated the newest water tower on First Street may be a height of one hundred and fifty (150) feet.
Motioned by McClung, seconded by Turner to table item 5 until the February 5, 2013 Planning & Zoning
Commission meeting. Motion approved 7-0 at 7:18 p.m.
6. Possibly direct Town Staff to schedule topic(s) for discussion at a future meeting.
There were no topics discussed.
7. Adjourn
Motioned by Keith, seconded by Moody to adjourn. Motion approved 7-0.
Meeting was adjourned at 7:19 p.m.
