Regular Meeting of the
Parks and Recreation Board

Town of Prosper Municipal Chambers
Thursday, November 12, 2015, 6:00 p.m.
The meeting was called to order at 5:57 p.m. by Mandy Goddard.
Roll call taken by Mandy Goddard. Board members present included: Vice Chair, Mandy Goddard;
Bobby Atteberry, Amy Bartley, Jeffrey Hodges, and Keith Yellin. Chair, Barbara Cottone, and
Secretary, Jennifer Severance, were absent.
Staff present included: Will Mitchell, Parks and Recreation Manager; Paul Naughton, Landscape
Architect; Julie Shivers, Recreation Coordinator; Patty Kendzie, Senior Administrative Assistant, Parks
and Recreation; and Matt Furr, Parks Superintendent.
2. Consider and act upon approval of the minutes from the October 15, 2015, Parks and
Recreation Board meeting.
Motioned to approve by Hodges and seconded by Yellin. Approved 5-0.
3. Comments by the Public.
4. Discussion of naming the neighborhood park at the Lakewood development.
Naughton described the Park Naming Ordinance, presented the location of the park within the
development, and provided examples of names, as suggested by staff. He encouraged the Board
members to email Kendzie with their ideas and suggestions for park names. A roster will be compiled
from the suggestions and presented for a vote at a future Parks and Recreation Board meeting.
5. Informational items for new Park Board members.
Mitchell communicated that Board Chair, Barbara Cottone, was awarded the Advocate of the Year for
2015 Award at the Annual Conference of the Texas Recreation and Park Society (TRAPS) North
Region.
Shivers displayed the completed Prosper Christmas Festival poster for 2015. She said, due to $11,000
in sponsor contributions, she is able to purchase fireworks for the event. She recognized Linda Guthrie,
Sponsorship Committee Chair, for the outstanding effort she gave in soliciting donations.
Shivers also gave an update on the Prosper Christmas Festival: the Community Christmas Tree is
expected to be trimmed soon and decorated next week; the lift is in place to help with decorating the
tree and Quonset hut; 30 vendors are registered, to date; and Broadway will be closed from Coleman to
The Attic.
She also said the Adult Softball League championship (final game) was being played November 12,
2015.

Furr said baseball, softball and football have completed their seasons and soccer is wrapping up.
Goddard asked about the status of the Atmos extension. Furr responded that it appears work will begin
soon and is scheduled to be completed by January 2016.
He also said all the trees have been replaced up and down Prosper Trail.
Naughton gave CIP updates: the Town Council approved the professional services contract for the
second phase of Frontier Park. Work is to begin soon on the additional parking and the lighting for the
southwest corner.
6. Possibly direct Town Staff to schedule topic(s) for discussion at a future meeting.
Yellin asked how plans for passive places in Prosper parks compare to comparable towns and cities.
Mitchell gave a few examples and Naughton said both active and passive areas are described in the
Parks Master Plan. Naughton also detailed how needs assessments are done and said, as demographics
change, the Master Plan will be updated. Naughton said Whitley Place and Windsong Ranch have plans
for additional trails.
Atteberry asked if the Town had a commitment to updating the Master Plan more often due to growth.
Naughton said the plan is to update every five to seven years, but adjustments can be made depending
on rapid change and growth.
Hodges asked if there had been talk about a summer concert series. Mitchell responded that Cedarbrook
Media occasionally has brought in music with their partnership series. He said that, as the Town and the
budget grows, a concert series may be possible and that Sexton Park plans do currently
include an amphitheater.
Yellin requested an update on the Veteran's Memorial. Mitchell said he will bring an update to a future
meeting, if one is available.
Atteberry asked if schools had ever been involved in the naming of a new park. Mitchell responded,
yes, that has been done in the past and with Frontier Park. That is always a possibility.
7. Adjourn.
Motioned to adjourn by Atteberry and seconded by Hodges to adjourn. Approved 5-0. Meeting was
adjourned at 6:30 p.m.
