07.14.2016 Parks & Rec MinutesPISPER OWN OF Prosper is a place where everyone matters. 1. Call to Order / Roll Call. MINUTES Regular Meeting of the Parks and Recreation Board 108 W. Broadway St., Prosper, Texas Town of Prosper Municipal Chambers Thursday, July 14, 2016, 6:00 p.m. The meeting was called to order at 6:03 pm by Barbara Cottone. Board members present: Chair, Barbara Cottone; Vice Chair, Mandy Goddard; Jeffrey Hodges; and Rebekah Land. Amy Bartley and Secretary, Jennifer Severance, were absent. Staff present included: Will Mitchell, Parks and Recreation Manager; Paul Naughton, Landscape Architect; Julie Shivers, Recreation Coordinator; Matt Furr, Parks Superintendent; and Patty Kendzie, Senior Administrative Assistant, Parks and Recreation. 2. Consider and act upon approval of the minutes from the June 9, 2016, Parks and Recreation Board meeting. Motioned to approve by Hodges, seconded by Goddard. Approved 4-0. 3. Comments by the Public. There were no comments by the public. 4. Consider and act upon naming of the neighborhood park at the Lakewood Development. Naughton gave the details of the Park Naming Ordinance and refreshed the Board on the guidelines. He described the Lakewood development, showed the park location, and presented the overall park concept plan as approved from the Park Facility Agreement. Park improvement fees are expected to cover the costs for parking, hike and bike trails, a playground with swing sets, a pavilion, picnic tables, two sand volleyball courts, a basketball court and backstops. [Based on the overall plan, the items that the park improvements may not cover are an additional 55 parking spaces and irrigation for the soccer practice fields.] The expectation is that the park will be under construction within two years. Cottone asked if naming this park Hays Park would be appropriate, since the current Hays Park is more of a well site with open space, than a park. Naughton did not know the history of the naming of Hays Park, though mentioned it could be discussed if placed as an item on a future Parks and Recreation Board Agenda. Page 1 of 3 Hodges motioned to name the new park Lakewood Park. Acting on Hodges' motion, Cottone asked for a second and one was not offered. Land suggested Shawnee Trail as the name of the Lakewood property, citing the rich history behind the name. Goddard motioned to name the park Shawnee Trail Park. Discussion ensued as Land asked for clarification on the location of what is currently known as Sexton Park. Naughton described the Sexton location. He said, based on the concept plan that was approved last year, it will be a large community park with a sports complex, a recreation center, and amphitheater. The park may be at least five years out and most likely will be a phased project. Land asked if possibly the Sexton property could be named Shawnee Trail Park. Naughton answered, as long as it follows the guidelines of the Park Naming Ordinance, he did not see an issue. The topic could be placed on a future Parks and Recreation Board Agenda. Cottone said her thoughts were that the name Shawnee Park should be reserved for a large park and that the Lakewood property is fairly small in comparison to Sexton. Cottone asked for clarification that the park at the Lakewood development would not be expected to draw large athletic crowds. Naughton responded no lighting is planned at this time. Goddard motioned to recommend the name Shawnee Trail Park be reserved for future consideration as the name for the large Sexton property. Motion seconded by Land and the Board members present were in unanimous agreement. Cottone requested that naming the Sexton property be placed on the August 2016 Parks and Recreation Board Agenda. Motioned by Hodges to approve Lakewood Preserve as the name for the neighborhood park at the Lakewood development, seconded by Goddard. Approved 4-0. 5. Informational items a. Recreation Update Shivers described the Summer 2016 programs and the new partnership program with the library, Fun Fridays at Frontier. Shivers said there is a different theme each week and kids rotate through stations of various crafts, activities and games. Last Friday was a tie dye week. 70 kids attended, up from 40 the week before. July is National Parks and Recreation Month and a calendar may be found online in conjunction with this national effort. Also, we are jumping on the Pokemon GO bandwagon by highlighting the popular game in social media and urging players to play in Prosper parks and trails. Hodges asked how Recreation programs are publicized. Shivers described the marketing venues: news releases and Community Calendar information in the Prosper Press, seasonal mailings, articles in Prosper Magazine and Prosper Living, frisbees and welcome cards in Housewarmer bags for new residents, and Facebook, Twitter and Next Door. Goddard asked how well the Book Trail was doing. Shivers answered that the Reveal Party was well attended. Page 2 of 3 b. Park Development Update Naughton said the Windsong playground, south of the elementary school, is now under construction. The thought was to have it completed prior to the school year, but it does not appear that will happen though pressure is being placed on the developer. The Town is working with the developer to utilize the existing trees and the sign from Main Street Park to be used at Windsong Park. Hodges asked about Windsong's frisbee golf course. Is it open to the public? Naughton said it was not yet finished and it's technically owned and maintained by the HOA. They may ask for park improvement fees to offset the cost and open up to the public, as well as for the bike track/dirt trail south of Fishtrap toward Glenbrooke across from the frisbee/disk golf course. An update to the Board will be provided when more information is obtained. The Frontier Park North project is moving forward. Design drawings are expected to be ready for internal review at the end of July 2016. Per staff's meeting with the Construction Manager -at -Risk, the goal for opening is Fall 2017, which is an aggressive date. Staff is preparing proposals for artificial turf to make sure we get the best product for the project. c. Park Operations The wind this month has caused a few problems and chemicals have come to a halt. The crew is catching up on other things. Pecan Grove has a beaver problem. Because the electricity goes out frequently, the timers get disrupted. We have finished the soft trail at Frontier Park. Crews worked hard to get it looking good for July 1. We are still working with contractors regarding warranty items on Prosper Trail and Coit Road. Work will wait until cooler weather. Cottone mentioned that the medians look awesome. Furr said there is still a lot of work to be done. Pre - emergent has to be watered in and because the drip is at the bottom, it doesn't work as well. Tanks/water trucks may be needed to avoid having to pull material. Maintenance behind the drip isn't as easy, but not as much water is wasted. 6.
