Regular Meeting of the
Parks and Recreation Board

Thursday, January 14, 2016, 6:00 p.m.
The meeting was called to order at 6:00 p.m. by Barbara Cottone. Roll call taken by Barbara Cottone.
Board members present included: Chair, Barbara Cottone; Vice Chair, Mandy Goddard; Secretary,
Jennifer Severance; Amy Bartley; Jeffrey Hodges; and Keith Yellin. Bobby Atteberry was absent.
Staff present included: Will Mitchell, Parks and Recreation Manager; Paul Naughton, Landscape
Architect; Julie Shivers, Recreation Coordinator; Patty Kendzie, Senior Administrative Assistant, Parks
and Recreation; and Matt Furr, Parks Superintendent.
2. Consider and act upon approval of the minutes from the November 12, 2015, Parks and
Recreation Board meeting.
Motioned to approve by Hodges and seconded by Goddard. Approved 6-0.
3. Comments by the Public.
4. Consider and act on Windsong playground agreement development.
Mitchell gave a general overview of the agreement.
Naughton described the Windsong playground, the plot, parking and playground elements.
Yellin asked about the agreement approval process required from the Parks Board. Mitchell responded that,
in this case, the Windsong agreement is an Action Item, for recommendation by Parks Board, that will be
presented to Town Council in the future for the Town Manager to sign; so, the agreement is up for approval
by the Parks Board tonight.
Motioned to recommend the Windsong playground agreement by Goddard, seconded by Severance.
Approved 5-0; Board member Yellin abstained.
5. Informational items.
Shivers gave an overview of the December 2015 Prosper Christmas Festival, stating it was a successful
event, well -attended by about 6,000 people, with few complaints. She also described ongoing recreational
programs and activities in the works, including Mayors FITNESS FORCE '16, IT'S TEXAS TIME
Community Challenge and the Fishing Derby, with Spring programming coming soon. She invited all Parks
Board members to get involved.

In a general parks update, Naughton displayed the finished rendering of Sexton Park. Naughton presented
an update on the construction of Prairie Park and mentioned it should finish up later this month. Lights are
being added at Frontier Park on the south side of the soccer complex, along with 150 parking spaces on the
southwest corner and south side of the baseball/softball complex. He believes the goal is to have parking in
place by mid-February, prior to the start of the soccer season. Parking lights will be added and the project
completed in March. Quotes for additional gravel parking are being obtained.
In response to a question from the November 12, 2015, Parks and Recreation Board meeting, Mitchell said
there is no new information to report on the Veterans Memorial.
Cottone asked if there were any upcoming grants. Naughton described a few possibilities, specifically, the
TPWD grant for $500k, which will be revealed in March. He said he had received an email question
regarding Prosper's application, which he viewed positively.
Furr said that Parks Operations staff were involved mainly in maintenance at this time: handling second
quarter parking lot issues, repainting foul poles (depending on weather), cleaning up Town Lake from
storms. In a couple weeks, as soccer starts February 1, the pace will be picking up. Staff is also watching
and helping the parking lot contractor.
Mitchell invited David Blom, Windsong Development, to provide additional details on the Windsong
projects. He said plans are underway for a 5 mile mountain bike course, which he hopes is finished by
Memorial Day. Plans are also underway for a disc golf course, with a targeted finish date of Memorial Day,
as well. Goddard asked if the amenities would be available for public use. Blom responded that Windsong
most likely will ask for a Parks credit from the Town. If they receive the credit, yes, it will be open for
public use.
Blom said, at this point, there are 150 homes occupied in Windsong, with an additional 500 lots available.
He asked for patience in dealing with Fishtrap Road, stating the concrete is scheduled for completion in 7
months.

Motioned to adjourn by Goddard and seconded by Yellin to adjourn. Approved 6-0. Meeting was
adjourned at 6:30 p.m.
