03.13.2017 Parks & Rec MinutesPISPER OWN OF "A Place Where Everyone Matters" 1. Call to Order / Roll Call. The meeting was called to order at 6:01 pm by Mandy Goddard. MINUTES Special Meeting of the Parks and Recreation Board 108 W. Broadway St., Prosper, Texas Town of Prosper Municipal Chambers Monday, March 13, 2017, 6:00 pm Board members present: Vice Chair, Mandy Goddard; Secretary, Jeff Hodges; Amy Bartley, Rebekah Land, Rick McGrath; and Chuck Smith. Barbara Cottone was absent. Staff members present: Dudley Raymond, Director of Parks and Recreation; Matt Furr, Parks Superintendent, Julie Shivers, Recreation Coordinator; and Patty Kendzie, Senior Administrative Assistant. Also present: Mayor Ray Smith. 2. Consider and act upon approval of the minutes from the February 9, 2017, Parks and Recreation Board meeting. Motion to approve by Hodges, second by McGrath. Approved 6-0. 3. Comments by the Public. There were no comments by the public. 4. Informational items. a. Recreation Update Shivers thanked the Board for their support of the Prosper Fishing Derby, held February 25, 2017, at the pond at Frontier Park. With more than 304 participant check -ins and 351 total fish tracked, the event was a huge success despite the cold temperatures. Thirty-five people registered for the IT'S TIME TEXAS Community Challenge (ITTCC) during the event. These registrants were entered into a drawing for a $100 Lowes gift card. Page 1 of 4 Spring registration is open. Five teams have registered for Spring 2017 Adult Softball as of 5pm today; games begin March 19, 2017. Archery registrations are about average with last year. Several summer classes and camps have been posted for online registration. Shivers gave an overview of the rankings in the ITTCC. She said Trophy Club and Lancaster are currently on spring breaks, giving Prosper the perfect opportunity to rally. Anytime Fitness boosted Prosper's total by 200,000 points this week! Recreation is working with the sports associations to increase ITTCC registrations. On March 18, 2017, Rogers Middle School will host their annual fundraiser, the Rogers MS Fun Run and 5k. Staff will attend and set up a table for ITTCC registrations and encourage healthy selfies. Shivers invited the Board to come out and volunteer. The next sanctioned ITTCC event is Bliss Fest, to be held at Windsong on March 25, 2017. She invited the Board to come out and help at the booth. She also encouraged the Board to invite their PISD and PTO contacts to register for the Challenge and take pledges. The ITTCC ends March 31, 2017. Goddard asked about the possibility of reserving parking spaces at Frontier Park as a raffle prize for registering for the ITTCC. Board members and staff agreed this would be a good idea. Shivers requested that each Board member take and post 10 heathy selfies a day to support Prosper's efforts to move up from third to first place in the competition. She reminded the Board that children and spouses also may be registered. Registrations earn 1,000 points; healthy selfies earn 200 points; and fitness minutes earn a maximum of 100 points daily. b. Park Development Update Raymond spoke to the Board in Naughton's absence. Frontier Park construction is underway. Quite a bit of earth work has been done, yet there's not much to see at this point. The contractor is expected to start moisture conditioning within the next couple weeks, so prepare for a big mess. Then, prep work will begin on the synthetic turf fields and next, concrete will be poured. Raymond said today he spoke with Dr. Goddard, Assistant Superintendent of Business & Operations for Prosper ISD. Goddard expressed agreement in working with the Town to help alleviate a lack of parking by allowing temporary, gravel parking on PISD property. The district is committed to building their stadium parking as soon as possible, which will augment the Town's parking options at Frontier Park. Regarding Preston Lakes Park, the contractor is nearly finished; just a few punch list items remain. Raymond gave an update on Scenic City, which was applied for several years ago. Currently, staff is going back through the requirements and modifications that need to be made in the Zoning, Subdivision or Park Ordinances, in order to comply and score better. Page 2 of 4 Staff continues to work on plan reviews with developers, including private development landscape plans and subdivisions coming in, to look at where neighborhood parks will be needed and also to determine the layout of trails and related things. Park Operations Update Furr provided an update to the Board on Parks Operations items. Baseball and softball open tonight. The Town is in full blown sports mode. Things are looking good. The entire punch lists of items needed at Whispering Farms has been completed. The final piece was the fence. The gazebo is finished. Maintenance is all that is left. Park Operations is trying a different chemical this year to control the ants and hopefully it works Work on Preston Lakes Park is finishing and benches and receptacles are expected to be delivered in March 2017. Staff laid out the bottom material, the base; wood fiber will be delivered tomorrow. Two truckloads will need to be unloaded by hand this week. The contractor did a great job. The same contractor will be used to install the two backstops at Prairie Park. Scalping, spring maintenance, mulching, trimming and median work continues. Smith asked for the latest on the beavers. Furr said there has been no new activity. Hodges asked how many Town practice fields are available for baseball and softball. Furr said the southwest corner has been converted into eight painted baseball fields; there are four batting cages, two at Reynolds Middle School; Boyer Park was converted for use by adding a mound and a T -ball field; and there are two backstops at Folsom Elementary School. Hodges asked if they were 100% used. Furr said yes; teams are limited to one practice per week. Baseball registration was capped for the first time. Reynolds is used six days a week. The batting cages are always open on weekends. Hodges asked how many teams were in the league. Furr said he did not know the number offhand, but would find out. There are two games a night every Monday, Tuesday, Thursday and Friday, and a full eight to nine hours of games on Saturdays. 5. Discussion regarding any miscellaneous business or items to be placed on future Agendas. Raymond reminded the Board of the parks tour scheduled to begin at 2:00 pm on April 13, 2017, giving four hours to tour before the regular meeting. He asked the Board to send to him a list of any specific sites to visit, in -and out-of-town. Also at the next meeting, plans are to present a hike and bide trail update. Raymond is working to get counterparts in Frisco and The Colony, along with engineers and planners, together to talk about each section of the trail and connections to other communities. McGrath said he wants to make sure the planning for the hike and bike trails remains on the books and does not get pushed off to developers. Raymond said the topic will be addressed next month. Page 3 of 4 In response to Hodges' question about total registrations for Spring 2017 baseball and softball, Shivers apologized that the system was down, yet, based on payments shown, an approximate estimate is 1,145. Goddard asked how many of those are non-resident. Shivers said this total includes non-residents, although the exact number isn't accessible at this time. Hodges asked if there is any relation of the success of nearby baseball teams to kids from other cities playing Little League in Prosper. Furr and Raymond said it is very possible. Raymond said success and growth of a high school team frequently is due to a well-run little league organization and a good President. Furr said Bryan Vaughn is a good President, yet will be stepping down after Spring 2017. Dan Williams, a long-time Prosper Youth Sports Commission Board member, will step in and nothing should change dramatically. What might change is Prosper Little League itself; it may move to USSSA. This means Prosper may begin hosting sanctioned tournaments. Also, Little League has boundaries; USSSA does not. 6. Adjourn Motion to adjourn by McGrath, second by Smith. Meeting adjourned 6:25 pm.
