1. Call to Order / Roll Call.
The meeting was called to order at 6:08 pm by Barbara Cottone.

Parks and Recreation Board

Board members present: Barbara Cottone, Chair; Amy Bartley; Rick McGrath; and Chuck Smith.
Staff members present: Dudley Raymond, Director of Parks and Recreation; Paul Naughton,
Landscape Architect; and Patty Kendzie, Senior Administrative Assistant.
2. Consider and act upon approval of the minutes from the July 10, 2017, Parks and Recreation
Board meeting.
Motion to approve by Rick McGrath, second by Chuck Smith. Approved 4-0.
3. Comments by the Public.
There were no comments by the public.
4. Discussion with Staff regarding the proposed 5 year Capital Improvement Plan.
Raymond presented a map of the 5 year Capital Improvement Plan (CIP), stating it had been discussed with
the Finance Committee and the Town Council on August 8, 2017. The map identified the various projects
by year, stepping through logically when the projects will come online.
Raymond said development of Lakewood Preserve, Phases 1 and 2, and the design fees to refresh and revive
Hays Park are being proposed in the FY 17/18 budget. Naughton said development of Star Trail (which
contains the amenities of a typical neighborhood Prosper park) is in the plan and also design fees for the
Cockrell Park hike and bike trail component (with pedestrian bridge and 10 ft. trail), which will attach to
the existing Whitley Place hike and bike trail. Naughton said staff is pursuing a Texas Parks and Wildlife
grant (due October 1, 2017) which could potentially pay for half of the $600k+ project. Naughton also
described Windsong Ranch, stating this has been a great partnership. The next, and final, Windsong Ranch
neighborhood park is planned for Teel Parkway, next to a future elementary school, '/2 mile from
Windsong's initial park.

Raymond described the "other half' of the equation — fields. He presented a bar chart with 5 year projections
of field numbers and field usage. Included were: projected total growth and total registration numbers,
broken down for each sport by resident, non-resident and the various boundaries; ages and percentages of
kids that play youth sports; and time slots per field. He said the chart is not an exact tool, nor is it perfect,
but it does provide a direction as to what we have and what we need.
McGrath said it seems the need for fields will progress, yet the fields aren't there to accommodate the
growth. Raymond said a Town standard will need to be set as to what the Town should provide as a base
level service, including number of practices per week. McGrath said there is a need to know the actual
service gap. How many kids are sitting at home not able to play due to registration caps? Raymond said
this information has been requested from the sports leagues.
McGrath asked why the Town's growth projection is lower than the projection for the ISD. Raymond said
recreational sports are different because there's only so much capacity to grow. The chart provides a
conservative estimate. Next year, the numbers will adjust and, at some point, leagues will have to limit
registration. The Board agreed.
Raymond said he has discussed assumptions about fields (quality, time slots, who is allowed to play) with
Town Council members who indicated that those who pay Town taxes should benefit and at some point the
boundaries should move to Town boundaries.
Raymond said the next conversations will be about how to begin implementing new fees so those who are
outside the boundary are paying their share. He also said he has met with Celina representatives and will
continue to do so, with the intent to help them understand and prepare for what's coming. Cottone said it
would be nice to have reciprocal arrangements.
Bartley asked about giving Prosper residents the option to register first for youth sports. Raymond said he
has spoken with each league and the feedback was not positive. The concern is that few kids register early.
Bartley said this is a difficult topic because the kids go to school together. Raymond said to remember this
will not be the case in five years. Cottone suggested grandfathering may work. She added the advantage of
priority registration is, if registration maxes out, Prosper residents did have the opportunity to register first.
Raymond said another topic to speak with the leagues about is how they want to accomplish the transition
to resident boundaries. He is looking for suggestions. Cottone said consistency should be encouraged cross
the leagues. Raymond agreed, yet said the method has not been agreed too. Raymond will present a
condensed version of the projections presentation to Town Council on August 22, 2017.
The Board commended Raymond on his presentation.

5. Update the Board on Prosper Eagle Lacrosse's application to join the Prosper Youth Sports
Association.
Raymond said Prosper Eagle Lacrosse, the Prosper High School Lacrosse club team, came to the
Prosper Youth Sports Association (PYSA) and asked to become a member. The benefit to the
lacrosse team would be a place at the table for discussions and use of a portion of Town fields.
The PYSA Board reviewed the paperwork and denied membership, stating the team did not fulfill
the qualifications. There is an option to appeal to the Town Council.
4. Informational items.
a. Recreation Update
Raymond said the Community Picnic is being planned and Prosper -based non-profit organizations will be
invited, in an effort to grow the event. Most summer recreation classes are over; registration numbers were
unusually high. Looking to fall programming, field space will be available for Adult Men's Softball. Also,
work has begun on the Christmas Festival. A website dedicated to the event is being created to offer online
registration to sponsors and merchants, as well as detailed information about the event.
b. Park Development Update
Naughton said current projects underway are the Lakewood Preserve hike and bike trail and playground
and Frontier Park North. The project is going well and the concession building is under construction.
c. Park Operations Update
It's the beginning of the fall sports season and Parks crews are working hard to get the fields ready
(topdressing, aerating and striping).
5. Discussion regarding any miscellaneous business or items to be placed on future Agendas.
There was no discussion.
