07.13.2017 Parks & Rec MinutesN TOWN OF PER Prosper is a Place Where Everyone Matters. 1. Call to Order / Roll Call. The meeting was called to order at 6:00 pm by Barbara Cottone. MINUTES Regular Meeting of the Parks and Recreation Board 108 W. Broadway St., Prosper, Texas Town of Prosper Municipal Chambers Thursday, July 13, 2017, 6:00 pm Board members present: Barbara Cottone, Chair; Mandy Goddard, Vice Chair; Amy Bartley; Rebekah Land; Rick McGrath; and Chuck Smith. Staff members present: Paul Naughton, Landscape Architect; Julie Shivers, Recreation Coordinator; and Patty Kendzie, Senior Administrative Assistant. 2. Consider and act upon approval of the minutes from the June 22, 2017, Parks and Recreation Board meeting. Motion to approve by McGrath, second by Goddard. Approved 6-0- 3. Comments by the Public. There were no comments by the public. 4. Informational items. a. Recreation Update Shivers said Prosper is participating in National Park and Recreation Month throughout July. This is an annual initiative by the National Recreation and Park Association to encourage residents to get outside and play; a calendar of suggested activities has been publicized. Summer recreational camps and classes are going well and attendance numbers are positive. Shivers will be offering two complementary Archery classes for those who may have missed due to vacation or would like another opportunity to practice. Planning is underway for the Community Picnic and the Christmas Festival. The Festival Sponsorship Sub -committee has requested the registration process be made smoother. Recently, approval was granted for a dedicated Prosper Christmas Festival website -- ProsperChristmasFestival.com. The new website will increase advertising capabilities and also offer online registration, fulfilling the sub- committee's request. Page 1 of 3 The "Christmas in July" campaign which began July 4, 2017, is attracting vendors and sponsors for the event; one sponsor has committed. This year's Christmas Festival will be held at Frontier Park due to downtown construction. b. Park Development Update Naughton said construction activity at Frontier Park was stopped for a couple days, to recent downpours, yet the timeline is still on track. The Fire inspection is scheduled for tomorrow (July 14, 2017). Next, the concession building will go vertical and additional parking will be started. The Lakewood Preserve 10' hike and bike trail (east of Coit Road, south of Prosper Trail) has been connected to the Lakes of La Cima trail (by Folsom Elementary). The nearby playground is cited as a National Demonstration Site and will include a nature -themed playground. Half the playground cost is offset by a grant. Naughton also gave an update on the Gateway Monument, to be placed on Preston Road as a welcoming symbol for those entering Prosper. The topic was discussed at the Town Council's July 12, 2017, Budget Session and the consultant will present designs to the Council on July 25, 2017. Several years ago, a Visioning Committee suggested ideas for a monument and many of those concepts will be included in the presentation. Also, Naughton conveyed that the Town is acquiring homes along First Street, south of Town Hall. A civic space is planned to open in the space prior to the opening of Town Hall. The area will be sodded and irrigated and the intent is to keep many of the area's 100 -year old pecan and ornamental trees. McGrath asked if there are plans for an amphitheater in Prosper. Naughton said a small amphitheater is listed in the Master Plan for Sexton Park, yet there have been changes since the plan was created. Cottone asked how many First Street houses have been bought by the Town. Naughton responded that three or four properties were involved, some do not have houses. Bartley said during a recent meeting of the Prosper Education Foundation, a donor inquired about a corporate sponsorship of park equipment or a pavilion. She told the donor she would bring the question to the Parks and Recreation Board. The business is two years out in coming to Prosper, yet seeking opportunities now. McGrath said an amphitheater would present an opportunity for a corporate sponsor. He asked if the Town had a form or process for those interested in capital sponsorships and suggested one is needed. Naughton said he would bring the topic to Dudley Raymond, Director of Parks and Recreation, and Hulon Webb, Executive Director of Development and Community Services. Goddard said the Prosper ISD Facebook page shows stadium construction will begin January 18, 2018, with opening scheduled for Spring 2019. This should give Frontier Park parking relief. Page 2 of 3 Naughton said talks are ongoing about the parking situation and things are changing quickly. He said the good news is that their construction will not affect the park this fall. 5.
