06.22.2017 Parks & Rec MinutesOWN OF P1SPER Prosper is a Place Where Everyone Matters. 1. Call to Order / Roll Call. The meeting was called to order at 6:01 pm by Barbara Cottone. MINUTES Special Meeting of the Parks and Recreation Board 108 W. Broadway St., Prosper, Texas Town of Prosper Municipal Chambers Thursday, June 22, 2017, 6:00 pm Board members present: Barbara Cottone, Chair; Mandy Goddard, Vice Chair; Amy Bartley; Rebekah Land; and Rick McGrath. Chuck Smith entered the meeting at 6:14 pm. Staff members present: Dudley Raymond, Director of Parks and Recreation; Paul Naughton, Landscape Architect; Matt Furr, Parks Superintendent; and Julie Shivers, Recreation Coordinator. Also present: Jeff Hodges, Prosper Town Council. 2. Consider and act upon approval of the minutes from the May 11, 2017, Parks and Recreation Board meeting. Motion to approve by Land, second by McGrath. Approved 5-0. 3. Comments by the Public. There were no comments by the public. 4. Discussion with Board regarding youth sports participation. Raymond gave an update on youth sports participation, in response to questions raised during the May 11, 2017, Parks and Recreation Board meeting. Projections have been formulated regarding participation numbers and future field usage. The statistics show budgeting and building needs five years out. Raymond has been, or will soon be, in contact with each league. Response, to date, has been positive. The projections will be presented to the Finance Committee, and ultimately, the Town Council. Raymond also addressed early registration deadlines and wait listing, additional topics raised at the May 2017 meeting. He has spoken to each league representative about the possibility of enacting early registration deadlines for Prosper residents and has not encountered opposition. Page 1 of 3 Regarding compiling numbers of those placed on wait lists, he said league response was positive and progress is being made. Each league is individually responsible for registration, yet not all software has the ability to check residency. Software could present the greatest challenge. The Board was in agreement that implementing early registration advantages and compiling wait list numbers for Prosper youth sports participants are good moves. Opening up early registration solely for Prosper residents would show citizens the Board's intent to address this issue and will show progress. It's a good start. In addition, Raymond has addressed with the leagues the idea of a potential Facility Use Fee for non- residents. The Board is in favor of the idea. Currently, an additional $20 fee is incurred by those outside league boundaries, not Town boundaries. Cottone expressed that her primary concern is how to best accommodate Prosper kids and their needs. She said giving preference to residents through early registration shows the citizens that they come first. Raymond has started the dialogue with Celina about the formation of a Celina soccer league. The hope is that additional facilities will be approved and the city will move toward forming their own league within two to five years. Progress is being made. The conversation has started. Regarding an implementation timeframe for changes, Raymond said most likely it will be Spring 2018. Discussions will be ongoing. Cottone raised the point that the Council -approved non-resident pavilion rental rate is $500. Informational items. a. Recreation Update Shivers gave an overview of summer camps and registration numbers. This week's Baseball Camp had 54 participants. Numbers have skyrocketed this year. Marketing has been successful and PLL was behind promoting the Baseball Camp, which also helped. Recreation staff will support Cedarbrook Media's Pride in the Sky event on July 1 and plans are underway for the Community Picnic and Christmas Festival later in the year. b. Park Development Update Naughton gave updates on Frontier Park North. The artificial turf drainage system is being installed. Turf will be laid in the fall. Work has begun on the concession building, and, after the parking lot and fire lanes are completed, the building will go vertical. He showed slides of the construction and how the multi-purpose and baseball fields are shaping up. A change order has been approved for gravel parking on the west side and adding lights. The project is on schedule, even with a couple rain days. The expected completion date is December 31, 2017, to be ready for use in Spring 2018. Page 2 of 3 The hike and bike trail at Lakewood Preserve on Coit Road is under construction, as well as the playground. A matching grant was received for the playground, as it will be a nature demonstration site. c. Park Operations Update Furr said his crew's main focus is getting Frontier Park ready for Pride in the Sky. The park looks the best it's ever looked. Water and soil samples have been taken. There was a main line break. Furr will present a budget item to Town Council for the south portion of soccer, about 2 acres, 90,000 square feet, to fix the irrigation problem. The hope is to remove the sod and redo the irrigation. Six years ago, the lights were not in the plan. The irrigation boxes need to be moved now to give more field room. The contractor has 14 days to complete the project. The soccer season starts in early October and games begin in September. It will be tight, but it will be ready. The bid came in over budget, yet it needs to be fixed, as irrigation problems at the site continue to worsen. 5. Discussion regarding any miscellaneous business or items to be placed on future Agendas. Raymond said it has been determined that a replacement for Hodges' vacated Parks and Recreation Board seat will be named during the regular appointment process in September 2017. 6.
