The meeting was called to order at 6:00 p.m. MINUTES Regular Meeting of the Prosper Planning & Zoning Commission 108 W. Broadway St., Prosper, Texas Town of Prosper Municipal Chambers Tuesday, July 18, 2017, 6:00 p.m. Commissioners present: Chairman John Alzner, Vice Chairman John Hema, Craig Andres, Bobby Atteberry, and Chad Robertson Commissioner absent: Secretary Brandon Daniel Staff present: John Webb, Director of Development Services; Alex Glushko, Senior Planner; Scott Ingalls, Planner; and Pamela Clark, Planning Technician 2. Recitation of the Pledge of Allegiance. 3. CONSENT AGENDA 3a. Consider and act upon minutes from the June 20, 2017, Regular Planning & Zoning Commission meetings. 3b. Consider and act upon a Site Plan for 26 Temporary Buildings at Rogers Middle School, on 35.9± acres, located on the northeast corner of Richland Boulevard and Coit Road. This property is zoned Planned Development -25 (PD -25). (D17- 0025). 3c. Consider and act upon a Preliminary Plat for Lakewood for 645 single-family residential lots and twelve (12) HOAlopen space lots, on 236.5± acres, located on the west side of Coit Road, approximately 2,700 feet south of First Street. The property is zoned Planned Development -25 (PD -25). (D17-0039). 3d. Consider and act upon a Site Plan for four office buildings on five lots (Village of Prosper) on 1.3± acres, located on the southwest corner of First Street and Craig Road. This property is zoned Downtown Office (DTO). (D17-0042). Motioned by Robertson, seconded by Atteberry, to approve the Consent Agenda subject to Town staff recommendations. Motion approved 5-0. REGULAR AGENDA 4. Conduct a Public Hearing, and consider and act upon a request for a Specific Use Permit (SUP) for a Child Day Care Center (Kiddie Academy), in North Preston Village on 2.7± acres located on the southwest corner of Hays Road and Highpoint Drive. The property is zoned Retail. (S17-0003). Ingalls: Summarized the request and presented exhibits provided by the applicant. Informed Commissioners that one Public Hearing Reply Form has been received, not in opposition to the request. Recommended approval of the request. Prosper Planning & Zoning Commission Meeting Minutes of July 18, 2017 Chairman Alzner opened the Public Hearing. Kevin Patel (Representative): Informed Commissioners that the Preston Road access drive will be constructed at the time of development. Gayle Bridgeman (Resident): Expressed support for the proposed use and concern about increased traffic on Hays Road. Requested information regarding the landscaping along Hays Road. There being no other speakers the Public Hearing was closed. Commissioners voiced support for the request. Motioned by Hema, seconded by Robertson, to approve Item 4 subject to Town staff recommendations. Motion approved 5-0. 5. Review actions taken by the Town Council and possibly direct Town Staff to schedule topic(s) for discussion at a future meeting. Webb: Summarized recent action taken by Town council. Informed Commissioners that the August 1, 2017, P&Z meeting may be cancelled due to a lack of recent development submittals. 6. Adjourn. Motioned by Robertson, seconded by Andres, to adjourn.
