1. Call to Order / Roll Call.
The meeting was called to order at 6:00 pm by Barbara Cottone.

Regular Meeting of the
Parks and Recreation Board

Board members present: Barbara Cottone, Chair; Mandy Goddard, Vice Chair; Jeff Hodges, Secretary;
Amy Bartley; Rebekah Land; Rick McGrath; and Chuck Smith.
Staff members present: Dudley Raymond, Director of Parks and Recreation; Paul Naughton,
Landscape Architect; and Julie Shivers, Recreation Coordinator.
2. Consider and act upon approval of the Minutes from the March 13, 2017, Parks and
Recreation Board meeting.
Motion to approve by Smith, second by McGrath. Approved 7-0.
3. Comments by the Public.
There were no comments by the public.
4. Discussion and presentation of updated hike and bike trail plan.
Naughton spoke about the Parks Trail Master Plan developed by Dunaway in 2015. As new
developments come in and trail sections are built, staff has been making updates to keep track
of newly constructed trail segments. Last year alone, approximately five miles of hike and bike
trail were built. Naughton has met with staff from other cities, for example, Frisco earlier in
the week, to talk about connections, including making sure trails meet up and there are no gaps
and making sure the regional connections work.
Raymond said communications continue with Directors on the west side (including The
Colony and Frisco) to discuss multi -trail connections. Staff is working, along with Town
Planning staff, to address the Town's downtown core and how to bring life to the area. Trails
are one component; there are many layers.
McGrath asked if crushed granite was planned for any of the running trails. Raymond said
although there are maintenance issues with decomposed granite (DG), placing DG alongside
the trail has had some success. Naughton said that type of detail has not been addressed yet in
planning meetings.

McGrath said his vision is to create a DG trail so the Town can accommodate 5K races off the
roads. Conducting races in this way creates less worry for police in shutting down roads and
also gives local charities a way to raise money.
Naughton displayed the map of trail connections, designed as a brochure for residents. The
map shows existing and future trails and also plans for the regional east/west trail (which will
be 12 feet wide).
Hodges asked what will be the total miles in length of the regional trail after it's connected.
Naughton was not sure, but could find out. Hodges asked about mile markers. Naughton said
there are gaps in the trails now, but after long segments have been built, it will be easier to
mark a starting point and place the markers. Naughton will keep the Board updated on the
meetings and plans regarding trails.
Naughton showed the Board the map and list of current park improvement projects under
construction. The Board requested to receive this information after it's updated each month.
5. Discussion of and provide staff direction on park signs.
Regarding park signs, Naughton said a previously appointed visioning committee will be
making recommendations on street and park signage.

Shivers gave the Recreation Update.
She spoke about the IT'S TIME TEXAS Community Challenge, which ended March 31, 2017, with a
Prosper win. The race between Lancaster, Trophy Club and Prosper was tight in the Small Community
category. Prosper finished with the most points of any community in the state. Even though the school
district did not win in the School Category, Prosper will award the $1,800 to the PISD school showing
the most energetic participation in the Challenge. The award ceremony will be held in Austin on April
28, 2017.
Registration is open for numerous Summer 2017 Recreation programs. Details are pending for the
football and baseball clinics. Last Saturday, Recreation hosted Pet Photos with the Easter Bunny at the
pavilion at Whitley Place Park. Coming up on April 21, 2017, the Mayor's Coffee will be hosted for
Active Adults; 30 people are registered, to date. The 2017 Prosper Christmas Festival will be held at
Frontier Park; the Christmas Committee has begun to meet.
Naughton presented the Park Development Update.
He showed the aerial of Frontier Park. Work has begun on the utilities and the mow band for the multi-
purpose field, then will come drainage and synthetic turf installation. The playground at Preston Lakes
Park playground is complete, with the Town Parks crew doing the extra work to finish on budget. A lot
of trail projects are being built, as developments come in. Staff is working on median designs and
standards with Town Engineering staff.

Construction funds for Cockrill Park to begin in 2017 have been requested in the budget. In closing,
Naughton said he is working with Windsong Ranch to get the last two neighborhood parks finalized
and will bring those to the Board when completed.
Raymond gave the Park Operations Update.
In Furr's absence, Raymond said all sports have kicked off and parking has been a bit difficult at
Frontier Park. Raymond has visited the site and been in contact with Drake Dunn, Prosper Youth Sports
Commission, to keep communications open. Options are still being evaluated to help the parking
situation. The Parks crew is spending most of their time on maintenance right now.
Raymond thanked Shivers for her work on IT'S TIME TEXAS. Shivers thanked the Board for signing
up for the Challenge and for helping to get the word out.
6. Discussion regarding any miscellaneous business or items to be placed on future Agendas.
Several Board members have conflicts with the regular June Parks and Recreation Board meeting date
(June 13, 2017). Raymond requested that Board members send their June schedules to Patty Kendzie
so a new meeting date may be scheduled.
7. Adjourn.
